Dear All SNFI Partners (Static and Mobile responds)

I hope all of our SNFI cluster partners are fine and doing well.

This call for expression of interest also recommends to all SNFI partners approach any donor of their choice or mobilize existing static projects to extend SNFI assistance to fill the gaps in following immediate needs based on the Upper Nile hotspot scenarios that ICCG has decided to support New government resettlement plan in Malakal town to focus to settle displaced IDPs from the PoC on 8th of June 2023

 

The State SNFI Cluster leads to the coordination, and consolidation of all interested partners to manage project resources and mobilization as well -Please reach out State SNFI Cluster in Malakal

 

Summary of the short background:

the State RRC Chairman has scheduled with State Governor along with humanitarian agencies on 11/7/2023 that the government announced re-settlement of the IDPs displaced from POC. The initial process has been completed to mobilize work as agreed steps. In accordance technical land committee formed and working on that.

In accordance draft site Plan that has been shared by the government with the committee, the Land size is 10mx8m per HH and the total size surveyed so far-282 plots. The expected caseload is more than 800 HH. (Please reach SNFI Cluster for more information and guidance)

SNFI Cluster finalized and proposed design and BOQ are attached and Google site planning maps with guidance mail as well.

Please share your expression of interest to contribute to this re-settlement process as per the designed package and working modality is; Self-Help Integrated community-led Participatory Resilience Approach (SHIPRA).

Dear Inpa,
Thank you for the efforts being made to provide the displaced people with shelter support. Appreciation too to the government for making land available. We have taken a look at the BoQ and wondered why we are doing plastic sheets instead of IBR sheets? Even if the stay is going to be short, the move from that place will be an organized move so there will be time to take off the IBR sheets for re-use wherever they may move to. 
This is a great opportunity to move away from plastic sheets and save them to situations where there is no time for planning.

Dear Inpa and Malakal colleagues,
We are still waiting for feedback as to why we cannot do IBR sheets for the shelters we want to construct on the land allocated by the government. We understand this was agreed by the ICCG but as the Cluster concerned we will need a better understanding of the reason why we should continue doing plastic sheets shelters when we can do it differently.

Please note that the objection from the cluster is not influenced by the availability of supplies but the shift in approach to give dignified shelter support where we can. Therefore sourcing them from UNHCR supplies is not inline with the cluster strategic direction. In conclusion, no plastic sheet response is approved at this point (whether from cluster Pipeline or UNHCR supplies) till we have a reason for taking that route.
