Waste management criterion in progress

Thanks, everyone.  We made great progress today.  With just a little more time (perhaps one hour), we should be able to finish this up!

Here it is so far.  I inserted a noted in 4.7.4. indicating where we left off.  

Jennifer, in terms of availability, I could be available Thursday (8-12, or 1:30 -5 PDT) or Friday (10-11:30, or 1:30–3:00 PDT) this week to finish up, if that helps in scheduling the final call.
