What is the difference between scriptcs and csi.exe?

to scriptcs

csi.exe comes "in the box" starting with Visual Studio 2015 Update 1, but since it launched I rarely see it mentioned. I've forgotten about it for the most part.

On the surface it seems to have similar traits: the #load and #r conventions, etc. What are the major differences?

Wasn't scriptcs around before csi.exe? Anyone know why MS didn't just help build out scriptcs?
