Instructions on Outline and Timeline Functionalities

Does anyone have instructions or some sort of document that provides
guidelines on how the outline and timeline functionalities work? I
used the outline functionality in version 2.5 and it was
extraordinarily helpful, but the functionality seems very different in
the 3.x versions, and after playing around a bit, I am totally at a
loss.
There should be some instructions out there somewhere, otherwise it
seems like someone basically wasted their time programming a
functionality that nobody knows how to use.
