Scrapy on Windows 8.1

I have just downloaded and installed Scrapy 0.24.2 according to the user documentation (64 bit).

I used python -m pip install scrapy with the whl file I downloaded and get the message successfully installed scrapy puOpenSSL etc., but there is no scrapy executable file anywhere on my machine.

Its installed as a module, try running 

python scrapy

Upgrade to Scrapy 0.24.4, it will install "scrapy" script correctly.
