Not exactly... 'shared' means that other users who are included in a
group will also be able to publish under that group. With a shared
group, the terms and description are defined and modified only by the
owner, but qualified members will see the group added to their groups
list and will be able to publish under the same terms.

Do I have this right?

Public=0 ==> Do not list in directory
Public=1 ==> List in directory

Shared=0 ==> Read only
Shared=1 ==> Read/write
