Introduction
2007 is nearly over and what a year it has been for so many of our
members. So many opportunities have been provided – at local level, at
national level and at international level. Thank you to everyone who has
contributed to the successes, who have struggled with the challenges and
who have, so often done all of this with a smile. What does 2008 hold?
More members, a successful World Conference, greater understanding among
people, yes, all that and more. For now – season’s greetings from the
European Scout Committee and Regional Staff. A new century of Scouting
awaits!!!!

Areas of Work

Educational Methods
The Wild Working Weekend
The Joint Meeting of the Youth Programme and Adult Resources networks
(Kandersteg, 29 November - 2 December) set the scene for the work in these
areas for the Triennium We assessed the past and current situation,
considered the strategic plans of the Region as well as the needs of NSOs
and the possible working methods, structures and initiatives to implement
the Plan and to meet the needs.
The networks met in common sessions, in network-specific sessions as well
as small working groups focusing on specific topics.
The members of the Core Groups will produce the final plans in their areas
of responsibility which will then be distributed to NSOs soon.
The units and groups will continue their work independently. It is
foreseen that a similar event will be organised in autumn 2009 to look at
the overall outcomes of the work and get ideas for work for the next
triennium.

New tools for capacity development
Representatives of Scout and Guide associations from Latvia, FYRO
Macedonia, Slovakia and Ukraine met with the support of five Danish
trainers and representatives of the European WOSM and WAGGGS regions in
Kiev from 22-25 November for the final meeting of the Leadership Capacity
Building Project in Eastern Europe.
The Long Term Leadership Capacity Building Project in Eastern Europe was
initiated and guided by the Danish Project to support Guiding and Scouting
in Central and Eastern Europe. The Guide and Scout Associations in Denmark
supported the initiative with funds raised through the Danish Business
Persons Committee. Four selected countries (Ukraine - WAGGGS only, Latvia
and Slovakia - SAGNOs, and FYRO Macedonia - WOSM only association) worked
after the first meeting held in December 2006 in Denmark to produce tools
which met their own priorities but which could later be of wider use in
Scouting and Guiding. A follow-up meeting in Slovakia finalised the work
on the tools and planned pilot projects for the Summer and Autumn. The
meeting held in Ukraine was to complete the tools and to evaluate the
project.

Development and Support
Tailored Support
One of the outcomes from the 19th European Scout Conference was a wish to
see more tailored support provided to NSOs/NSAs, in addition to the
planned seminars and events.
After several months of preparation, the Tailored Support Unit is now
'open for business' and is ready to receive requests for tailored support
from NSOs/NSAs. The guidelines and more detailed information, including

To help understand what is meant by tailored support here are a couple of
frequently asked questions with answers:
What is Tailored Support?
Tailored Support is a new service of the European Scout Region. It is
aimed at NSOs/NSAs with one or more developmental challenges, and who
think they would benefit from some additional help by calling on the
assistance of experts on particular topics.
Why has the service been created?
The European Scout Committee has responded to requests from NSOs/NSAs to
reduce the number of seminars and events whilst at the same time,
increasing the provision of tailored support.
Providing tailored support to NSOs/NSAs has a number of potential benefits:
? It is more direct, going right to the core of the challenges that exist
by sending experts to work with NSOs/NSAs in their own environment.
? By working in the countries requesting assistance, more people from the
NSO/NSA have the opportunity to benefit from the support of experts
increasing the multiplier effect.
Can you give an example of what is meant by tailored support?
Yes. Here is an example:
1. An association identifies that it has some developmental challenges
with three specific topics:
? Adult training system renewal
? Youth programme provision for adolescents and post-adolescents
? Effective external representation
2. The NSO/NSA decides to submit a request for support
3. The NSO/NSA’s request for support is successful
4. The NSO/NSA and the European Scout Region develop a package of tailored
support on these three topics.
5. The Tailored Support Unit identifies a small team of people, drawn from
the Resource Pool etc. to deliver the package of tailored support over a
set period of time with clear objectives and milestones.
6. Following the completion of the delivery of tailored support, the
Tailored Support Unit assesses the impact to determine if the challenges
have been addressed satisfactorily.
How is Tailored Support provided to NSOs/NSAs?
Tailored Support is provided to NSOs/NSAs by using the expertise that
exists in:
? The European Scout Region’s Resource Pool
? The European Scout Region’s Core Groups, Support Groups and Units
? Experts sourced from other NSOs and NSAs
Applications for tailored support will be considered at any point during
the year (there is no deadline) and we hope to be able to go from initial
application to an agreed tailored support package in a period of 6 weeks,
with the actual duration of the support being agreed as necessary.

Relationships and Funding
Scouting As A Tiger In Brussels Paper Jungle
It is a widespread fear that European legislation is endangering Scouting
through more and more restrictions.
We are committed to responding to this at a European level. But in order
to make this response focused we need examples. Do you have experience of
being told specific European legislation restricts your Scouting
activities? If yes, what were they? Which regulations make Scouting more
difficult for you? Where have health and safety legislation made planning
camps more demanding? Which European regulations on child protection
challenge volunteer management?
To be able to represent your interests effectively, we need these
examples. We would also welcome any expert legal opinion and IT experts
interested in developing innovative monitoring software for this work. For

Volunteering Is The EU’s Answer
At an EU level volunteering is becoming increasingly recognised and cited
as an important and valuable way of engaging active citizenship and
building greater social cohesion. Volunteering is many things, it can be
non-formal education, life-long learning, social inclusion, employability,
fun etc. It is estimated that approximately 100million Europeans are
volunteers.
Of course we know that volunteering is a valuable contribution to the life
of communities (local, national, European, global). In many countries in
Europe volunteering is recognised as being a valuable educational
opportunity. And it is important that volunteers be facilitated in
identifying and defining the skills and competences they have acquired
through volunteering opportunities. NSOs/NSAs should be recognised as the
providers of these opportunities and be supported in providing them.
So while the EU has a newfound appreciation of volunteering, we would like
to see an emphasis placed on:
1. Organisational Process - organisations need support to define and
devise their organisational processes in order to ensure they have the
capacity to create quality educational opportunity;
2. Individual Expression - Young people need support (a tool) to define
and express the competences they feel they have gained from – expression
not certification.

International Volunteer Day on 5 DecemThe European Youth Forum (YFJ), [

Volunteer Day on 5 December by convening a group of experts to launch a
reflection on development of a “European Charter for Volunteers and
Voluntary Organisations”. The representatives also held a working
breakfast with the European Commission on future volunteering policy.
Following the adoption of the EU Council Resolution of 16 November the
European Youth Forum is calling on EU Member States to step up their
efforts to strengthen the status of volunteers.

The YFJ is calling on EU member states to give greater consideration to
the contribution made by volunteering organisations. The YFJ and its
member organisations (including WOSM) have launched a process to develop
an outline document, to be adopted as a Recommendation by the EU Council

Quality in Scouting
Speaking about quality can be a tricky matter. It is not something you can
touch or kick and it can't even be seen with the naked eye. We say that
something is quality when it is…
When demonstrating there are minimum standards in the provision of quality
opportunities for young people is necessary if we want to secure the
external recognition of Scouting. We cannot expect to get recognition
based on the number of smiling participants alone. We need to define the
minimum standards and identify common indicators that will help us to
define what we do and help external stakeholders to recognise what we want
them to see.
Currently there are at least two initiatives trying to establish quality
indicators. The European Youth Forum is preparing a policy paper on
Quality Indicators in non-formal education that will aim to set minimum
standards for youth work. The Council of Europe is trying something
similar.
But where do we stand in all this? WOSM needs to promote what it believes
are quality opportunities for young people in order to be a key player in
this European debate. We need to have a shared vision and partner support
to be able to affect the debate. If you would like to know more and how

Committee Contacts
Visit to Finland
Craig Turpie, Chairman, visited Helsinki, Finland on Tuesday, 11 December
to meet with representatives of Suomen Partiolaiset- Finlands Scouter
including delegates to the next World Scout Youth Forum, and to attend the
inauguration of the new National Headquarters called ‘Scout Station’.
Finna Sigurdardottir from the Europe Committee WAGGGS was also in
attendance.

Project Monitoring Group Meets
Craig Turpie, Chairman, and David McKee, Regional Director, met with
representatives of The Scout Association (UK) on Friday, 23 November.
Over the last six years, the European Scout Region and The Scout
Association have collaborated on a project linking the centenary
preparations, the centenary year itself, Eurojam and the 21st World Scout
Jamboree with successive Regional Scout Plans. Over the six years there
have been regular Project Monitoring Group meetings to ensure that the
collaboration is delivering results. As 2007 draws to a close, so does the
project and the meeting provided an opportunity to reflect on what
significant achievements have been made as well as the challenges that
were encountered.
Work is now being done to capture the key outcomes from this collaboration
and will be shared more widely in due course for the benefit of all
associations in the European Scout Region.
At the invitation of the National Board, both attended Live ’07, one of
The Scout Association’s last large scale centenary activities that saw
3,000 performers put on a show of celebration in the 02 arena (formerly
the Millennium Dome). The two stagings of the event reached nearly 30,000
participants.

Next FOSE Gathering in 2008
Following the invitation of the Hungarian Scout Association, the European
Scout Foundation’s annual FOSE Gathering will take place in Budapest,
Hungary on the 3rd week-end of October 2008 (Thursday evening, 16 October
till Sunday midday 19 October).
An interesting programme will be designed with our Hungarian hosts. This
will be the 10th Annual FOSE Gathering, so a large number of FOSE are
expected to attend this Gathering. Please make a note in your calendar to
reserve these dates. More details will be made available in the beginning
of 2008.

DIMBALI - The Eco-citizen Adventure
For one month, all groups of Eclaireuses et Eclaireurs de France (EEDF)
live in DIMBALI time. As a national action of EEDF, DIMBALI aims to
mobilise its members based on eco-citizenship.
As a first step, the idea is that local groups would carry out awareness
activities and environmental education by proposing activities to discover
the natural environment in a number of areas (scientific and technical
activities, artistic activities and games) on the theme of environmental
solidarity and sustainable development.
As a second step, the concerned teams initiate a local project in
partnership with local associations dealing with environmental questions.
On 10-12 May 2008, EEDF will organize at La Courneuve (Paris) a national
gathering where they will participate in the “eco-citizen festival”,
exchange, debate and discover new technologies, take part in workshops,
present the results of their projects and make commitments.
The third step of DIMBALI will be participation in “eco-camps” where
environmental constraints would be largely taken into account in the areas
of transportation, organisation, food, camp theme and activities. This is
intended to reinforce initiatives related to education in eco-citizenship
and sustainable development.
EEDF invites all NSOs of the European Scout Region to take part in this
new adventure and to participate in the “Eco-citizen Festival”. If

KSA to hold 12th Korea Jamboree
Over 12,000 local and overseas Scouts and leaders will meet in Korea on
6-11 August 2008 for the 12th Korean Jamboree. It marks another milestone
for the Scout Association of Korea (KSA) as it welcomes young people (aged
12-17) and adult leaders from different parts of the world.
What makes it another significant Scout gathering? The jamboree will take
place in Mt. Sorak, a place that Scouts will recall as a World Jamboree
site. For overseas participants who have never been to Korea, it is an
opportunity to build friendship with Korean Scouts, experience Korean way
of life through home hospitality either before or after the Jamboree and
share interesting activities with thousands of Scouts. Those who have been
to Korea a number of times would surely have a great time rekindling
friendship with their Korean friends while reminiscing wonderful memories.
With a fee of US$200, participants can already enjoy food rations,
tentage, activities and Jamboree souvenirs. It also includes insurance and
inland transportation between the airport and Jamboree site.
