RoverNet3.0 is getting closer
3 – 6 April 2008 in KISC, Switzerland
The ultimate bi-annual event for Rover Commissioners from the whole region
takes place at the Kandersteg International Scout Centre, from 3 – 6 April
2008. Come and enjoy the Commissioners' community, the sharing of
techniques and tools, the development of better approaches towards Rovers
from national levels.

As you read this, the planning team, consisting of four EuropeanRovers and
supported by the European Region, is working hard on delivering the best
possible event for two Rovers from each National Scout Association.
Please make sure that your National Scout Association sending two rovers
to the event. It will benefit not only the Rovers personally but alsotheir
Association in form of two empowered young adults who will have lived
ameaningful intercultural experience in beautiful Kandersteg and will
hopefullycontribute to the well-being of national Rover programmes in
future.

Note on forthcoming calls of the EU Commission - Non-State Actors and
Local Authorities in Development
The new thematic programme “Non-State Actors and Local Authorities in
Development”,introduced in 2007, covers the following three main
components:
- Support to development actions, to be implemented by Non-State-Actors
(NSA) or LocalAuthorities (LA), in close cooperation with the local
communities and the most vulnerable population groups, aiming at promoting
an inclusive and empoweredsociety in partner countries;
- Support to actions in the EU and acceding countries aiming at raising
public awareness of development issues and promoting education for
development, to mobilise greater support for actions against poverty and
fairer relations between developed and developing countries;
- Support to actions aiming at achieving more efficient cooperation,
foster synergies and facilitate a structured dialogue in the area of
development between civil society networks and local authorities
associations from the EU and accedingcountries, within their organisations
and with Community institutions;

Meeting of the African Union Youth Ministers
12– 15 February 2008
The meeting of the 2ndConference of the AU Youth Ministers will address
issues related to youth including the launching of the Year of African
Youth 2008, the launching of the Second African Youth Initiative and
Creativity Award (AYICA 2), the adoption ofthe Plan of Action to
accelerate the ratification and implementation of the African Youth
Charter and the adoption of the Consensus Statement from the African

The European Office is going green
In the coming months the WSB -European Region (all three offices in
Geneva, Brussels and Belgrade) will be reviewing how we can make our work
more environmentally friendly. We will belooking at how we can reduce the
negative impact and increase the positive environmental awareness aspects
of our work and interaction with you – the NSOs. One of the measures we
would like to commit to is having the office carbon neutral by 2011. If

Policy Restrictions to Scouting
More and more laws are restricting Scout activities: camping, sailing,
cooking, hiking etc. Legislation outlining health and safety, food safety,
land access and more is stopping young people from exploring the
opportunities that Scouting offers.
Much of this legislation originates at a EU level. We are very anxious to
respond to this, but in order to do this we must have examples. We cannot
just go to the EU institutions and say we are having trouble cooking at
camps or putting up tents, we need to have concrete examples of what
activities are being restricted and, if possible, the actual legislation
(ask the government agency) that is doing it.
We can make a difference at a European level, but to do so we really need
to hear about your grassroots experience. If you have this experience or

Fundingnational camps and Jamborees
There are several large camps and Jamborees planned throughout Europe this
summer. If you are involved in organising one have you considered seeking
funding from the Youth in Action Programme? It might not be able to fund
the whole event but there might becertain aspects of the Jamboree that are
fundable. In particular, Action 5.1supports trans-national meetings of
young people involved in decision-making.

New Treasurer of the European Scout Foundation
2 February 2008 in Geneva, Switzerland
At the ESF Board meeting in Geneva, Walter Hofstetter, from Switzerland,
was elected and nominated as Treasurer of the Foundation. Rene Karla, will
continue his duties as Vice Chairman of ESF, while Walter has accepted the
responsibility of Treasurer.
The European Scout Foundation’s most popular Friends of Scouting in
Europe progamme is now close to 300 Friends strong and still growing!

The ESF needs your ‘Small Projects’
The ‘Small Projects’ programme is a cornerstone of the ESF work for
Central andEastern Europe, we strongly encourage Scout groups to send
their ‘Small Project’ application forms to the European Scout Foundation.
ESF donors are looking for projects that are about "helping others" such
as supporting:
- Lessprivileged young people
- Disabled people
- Minorities
- Diversity
- Gender Issues
- Recruitment of Scout Leaders

Work in Kandersteg International Scout Centre!
Want to spend three months havingthe time of your life in the Swiss Alps?
Make internationals friendships that will last a life time? Spend your
days having fun… and all for World Scouting??
Then why not be part of the Staff Team at Kandersteg International Scout
Centre (KISC)? The Staff are a team of international volunteers, Scouts
and Guides, who run the World Centre in Switzerland. Working in KISC is an
amazing experience. It is a chance to explore the Alps and make life long
friends; while all the time having fun!
Short Term Staff
Every 3 months a new group of Scouts arrive at the Centre as strangers and
leave, 3 months later, as friends. These volunteers are known as Short
Term Staff (STS) and work in every area of the Centre, helping where
needed. The next round of applications for Short Term Staff is due on June
15th to begin work on September 13th.
The Autumn Staff will be involved inall aspects of running the Chalet,
catering for anything up to 250 guests,maintenance of buildings and
campsite as well as running activities for Scouts and Guides from all
around the world.
Long Term Staff
Have you been Short Term Staff before? Or want to dedicate more time to
World Scouting? Then see if one of our Long Term Positions suits you. The
positions range from 9 to 15 months in length and specific details canbe
found on our website for jobs beginning from September this year. These
jobs are in areas ranging from Reception and Programme to Catering.
Deputy Director Position

ZHP organises Scout camp called “Beyond any frontier”
ZHP (Polish Scout Organisation) invites you to a two-day Scout camp
from7-9 March 2008 in Klodzko near the Wroclaw district. The theme of this
event is called "Beyond any frontier" based on the use of Esperanto in
