Educational Methods
The Lands of Adventure Activity Day, almost here…
8-9 March 2008, all around Europe on the Web
The Adventure Day around Europe for all LoA patrols is almost upon us! The
Lands of Adventure Activity Day will take place on 8-9 March 2008.
There will be one task (a mini video clip of a Scout song in their
language) to be completed on Saturday 8 or Sunday 9 of March 2008. Details
will be available on the website on Friday 7th March after 7.00pm.
All LoA patrol members who complete the task, will receive a LoA Day Pin
from the WSB – European Regional Office.

RoverNet 3.0 for Rover Commissioners
>From 3-6 April 2008, Commissioners for the last age section from
associations all over Europe will come together at the Kandersteg
International Scout Centre for the 3rd RoverNet meeting.
RoverNet3.0 is designed to help National Scout Associations fulfill their
mission. The event will focus on:
- Creating a platform to share experiences on last age section in Europe
- Increasing knowledge of the best approach for the last age section
- Helping to inhance the quality of the service provided by Rover
Commissioners
RoverNet 3.0 is the ultimate event for Rover Commissioners who want to
share and learn and develop tools together.
More details, including application forms for this event will reach
International Commissioners in February 2008.

Agora
Agora is an event for Rovers, run by Rovers, that will take place in
Kandersteg International Scout Centre from 3-6 April 2008. Agora will be a
dynamic force - bringing together, enlightening and empowering young
people from all parts of Europe.
This event is a follow-up on the success of 'Dare to Dream', a similar
event in 2007 with great results for all who took part. Two Rovers from
each National Scout Association in Europe are invited to attend.
Invitations will be sent to International Commissioners in February 2008.

Relationships and Funding
New Youth in Action Guide
A new version of the Youth In Action Programme Guide, valid as of 1st
January 2008, to replace the older version is now available.
The Programme Guide is a tool to participate in the Youth in Action
Programme. It includes the necessary information about the priorities,
actions and main features of the Programme as well as the criteria and
conditions on how to participate.
If you are planning to submit an application for funding, it is a good
idea to read the Guide carefully in order to understand the Programme's
objectives and criteria, and to identify the types of projects that are
supported by the Programme.

External Funding Unit Meeting
22-25 November 2007 in KISC, Switzerland
The newly established External Funding Unit had its first meeting at
Kandersteg on 22nd to 25th November 2007. During the meeting the Unit’s
aim and its functions were defined as well as theit’s working methods.
The principal aim is to support NSOs in enabling them to attract funds
from various sources. In order to achieve this, support will be provided
on awareness raising, assessment tools and methods to develop a
competitive advantage.
The Unit will work with NSOs to achieve this by:
1. A clearing-house function providing information, communicating success
and failure stories and facilitating a web-based open space for networking
and alerts of upcoming opportunities.
2. A support function providing direct support to interested NSOs through
varied means (tailored, clustered and peer support as well as
seminars/workshops).

Euro-Africa Youth Summit
5-7 December 2007 in Lisbon, Portugal
The 2nd Africa-Europe Youth Summit took place in Lisbon (Portugal), from
5-7 December 2007.
It was a historic bringing together of 250 youth representatives from
Europe and Africa and 60 observers, representing governments, regional and
international organisations and the media. All committed to exploring how
better Europe and Africa can co-operate.
They produced a final declaration;

which was delivered to the 2nd EU-Africa Heads of State Summit (8 – 9
December 2007).
Tom Kievit (Scouting Nederland and the North-South Network) represented
the European Region and was joined by Scout and Guides, (mostly
representing their National Youth Council) from Romania, the Czech
Republic, Finland, South Africa, France, Germany, Portugal, the
Netherlands, Italy, Madagascar, Burundi, the Central African Republic and
Sweden.
Eight themes of greatest concern to young people in Africa and Europe were
covered during the summit:
- Employment
- Migration and mobility
- Good governance and democracy
- Peace and conflict
- The Millennium Development Goals
- The environment and climate change
- Globalisation
- World Trade
The fact that many Scouts and Guides participated illustrates the deep
commitment Scouting has to international solidarity and partnership. The
Marrakech Charter provides the framework for this partnership while the
North-South Network (www.northsouth-network.net) provides a forum for NSOs
to share experience and best practice.

Committee Contacts
Steering Group
The Steering Group of the European Scout Committee met in Nicosia, Cyprus,
from 4-6 January. The agenda covered a number of items including
preparations for the Kandersteg Weekend when volunteers working on behalf
of the European Scout Region will meet together. In addition, the Steering
Group discussed the Governance of WOSM and possible Regional actions
before, during and after the next World Scout Conference.
Importantly, the Regional Scout Plan 2007-2010 was finalised and it was
agreed to circulate via the next Europak.
Together with the Steering Committee of the Europe Committee WAGGGS, the
Co-ordinating Group met on Saturday afternoon and finalised the joint
actions that will be delivered through the respective regional plans of
both WOSM and WAGGGS.
The WOSM Teams, Groups and Units will meet with the WAGGGS Working Groups
for a joint session at Kandersteg International Scout Centre on Saturday,
26 January. Although much work has already been done, this gathering will
be an important step forward in connecting people from both WOSM and
WAGGGS and will help to redefine the practical process of doing joint work.

Field Visit to Latvia
Craig Turpie, Committee Contact for Latvia, visited Riga over the weekend
of 11-13 January and met with various representatives of the Latvian
association as part of a joint mission.
Rosemary Hindle and Evgenia Beliakova from the Europe Region WAGGGS were
present, as was Dieter De Court from Belgium who has agreed to assist in
the mentoring of the association's development.

Joint Visit to Israel
David McKee visited the Israel Boy Scout and Girl Scout Federation with
Heather Roy from 4 – 9 December 2007 to renew contacts and build further
understanding of the programmes operated. A lot of intercultural work is
done at leader and young leader level, which provides for greater
understanding and commitment to peace.
Relationships within the Federation are cordial and there is a lot of
mutual support I what, for many, could be a challenging environment.
Heather and David will now prepare detailed recommendations to share with
the Regions and the Federation to ensure that relationships can expand and
experiences be shared.

Life of the Movement
2008 Jamboree in Quebec
The 400th Anniversary of the Quebec Foundation coincides with the 50th
Anniversary of the Scouts of St-Loise-de-France. This rare occasion
appeared to be an excellent opportunity to help as many people as possible
come and visit our city and our Scout groups. We have invited 200 Pioneers
(girls and boys between 14-17 yrs old) from all over the French-speaking
area to a big Jamboree where we wish to underline French in America.
The Jamboree will spread out over a period of twelve days, from 4-15
August inclusive. All of the activities will have the same goal, to permit
each participant to open up to the cultures of each other.
For the closing ceremony, all the Scouts of the Quebec Region will gather
together, the official activities will then be determined for the last
celebration day. Afterwards, the groups will then go back to their
respective countries.
To celebrate 400 years of history by offering an opening on the world to
young people full of initiative is a strong investment for the future, a
first positive step towards the next 400 years. Join us for this unique
event, 400 years can only be celebrated once!

Management of the Region
With a New Year, I am pleased to send you the best wishes of the entire
team – staff and volunteers – and hope that in this second century of
Scouting we can move forwards to meet the challenges that a new year, a
new century and new situations may bring.
Part of the changes in the Office has been the resignation of Blaise
Bachmann after 8 years dedicated service to the Region. Blaise will have
been known to many of our readers as the administrator of the Centenary
Fund, as the promoter of Small Projects of the European Foundation, as an
organiser of Finance Workshops or simply when you paid regional fees. I am
sure we all wish Blaise, Anne-Sophie and Gael well as the await a new
arrival this month, and particularly wish Blaise well in his new role
working for the State of Geneva in the Youth Department following issues
of health with young people.
I am pleased also to announce the appointment of Annemarie Khetib as my
new Director of Administration and Finance. Annemarie most recently worked
for a local theatre as its administrator, but has a wide experience with
Christie's International and others. Annemarie is married with two
grown-up daughters and she lives in Anières, a village on the outskirts of
Geneva. Annemarie joined us on 10 December 2007 and has been gathering
together as much information of the finances and administration of the
Region, spending a few days with Blaise before he formally left on 31
December. I am sure that you you will all join me welcoming Annemarie to
