Educational Methods
Motivation and Promotion Unit and Resources produce new material
In June, the Motivation and Promotion Unit met in Slovenia and worked on to complete, amongst other tasks, a Euro.Scout.Doc on Motivation in Scouting, and this will soon be available on scout.org. The document discusses what motivation is and why it is important to Scouting. It looks at motivation at different levels in Scouting and is a good resource for Leaders on self-motivation and also on motivating others.
During the weekend the same Unit began working on a document on diversity in recruitment and this work will continue with the material used during the Scout Academy in October 2009.
The Resources Unit is also working on a Euro.Scout.Doc on capitalisation to be published in the Autumn.
Finally, another group from the Resources Unit worked on an internal publications document and progressed with a Scout term glossary and publication inventory. Both the glossary and inventory are aimed to be useful online tools for Scouts and NSAs. The glossary will detail and explain terms used within Scouting and the Region. The inventory will better archive formal publications from the European Scout Region, WOSM and individual NSAs. The aim is to make the resources more accessible to Scouts, so they can easier find appropriate material and work with it.
Training of Trainers in Lithuania
11-14 June 2009
WOSM – European Region has provided support to Lithuanian Scouting. Two members of the Training System Working Group, Jussi Lares and Ib Jammer facilitated the Training of Trainers. This was a ‘Tailor made’ training course where the following topics were discussed; quality in training, how adults learn, identifying the needs of training, strategy, communication and teamwork. The Region will also facilitate a Forum for Training System Renewal in Lithuania in August 2009.
3rd World Scout Inter-religious Symposium
21-25 October 2009 in Kampala, Uganda
The 3rd World Scout Inter-religious Symposium (WSIS) will be held in Speke Resort Munyonyo, organised by the World Scout Inter-religious Forum (WSIF), (an informal network of religious institutions) jointly hosted by the International Union of Muslim Scouts (IUMS) and The Uganda Scouts Association.
Members of the WSIF would like to emphasise that the programme for this event will be suitable for older members of the Youth Sections and young adults, in addition to adult volunteers. NSOs are requested to identify participants less than 30 years of age who would be interested in participating in this event. It will be especially good if some participants are under 30 years of age.
Worldwide, engaging in peaceful inter-religious dialogue has probably never been as important as it has become today. Following suggestions and recommendations from previous Symposiums, the WSIF and representatives from the Educational Methods Committee (of the World Scout Committee) have prepared a new approach with emphasis on the Scout Method, especially for the educational content of the event.
The Programme of the Symposium is being developed to be inclusive for Scouts from varied age groups and backgrounds.

Focus on Growth continues in May
In May the topic of growth was tackled at pan-European level. The Growth Network meeting took place in the Scout Centre of Houens Odde, in Denmark on the weekend of 8-10 May 2009 and the Nordic Scout Conference was organised in Kristianstad, Sweden at the end of May.
One day of the Nordic Scout Conference was devoted to workshops on four different tracks; Membership development, Organisation and strategies, Millennium development goals and Communication. There was a workshop on growth in the first track. This consisted of having a look at the work the European Region is doing to support Membership Growth. The Growth Network Meeting and new webpage was promoted and impact of the network was discussed.
The Growth Network Meeting met for the fourth time with 35 participants and planning team members. This time the network looked at three growth factors: Recruitment, Communication and Youth Programme. Several best practices were shared among the participants. For example, the idea of guerilla marketing was considered as a very interesting and useful tool in promoting Guiding and Scouting. This type of marketing does not require lots of resources, only a bit of imagination. You can use the exit signs in public buildings so that you attach posters with lots of characters imitating the running character of the exit signs. All these characters are running towards a scout event. Or just leave coffee cups upside down on a market square. Most probably these make people curious and they go and turn the cups to discover a short message, a web address or information about scouting in the area, for example.
To enhance the networking between the meetings a joint growth webpage has been constructed. Next time the Growth Network will invite all those working with membership growth to Italy. You can already mark in your calendar the weekend of 8-10 November 2009. Tailored Support in Luxembourg on Management
Feedback from the report reads: In Korea we decided together with João as our committee contact to try out 'Tailored Support', the Region's new offer. In March we had the seminar we wanted: three very exciting days around time and management with Björn Seelbach from the Tailored Support Unit of the European Region.
Time budgeting, time planning, time boxing, prioritisation, Eisenhower, time thieves, self-motivation were some of the topics and key words discussed and worked on. The Tailored Support team found a very good facilitator: a volunteer, a Scout and a manager in his professional life. We used our own training centre, so the costs were very low. The European Region covered travel costs for the facilitator.
Tailored Support is an absolute recommendation! It is tailored to your very specific problem, need or situation. Björn used Friday night of the weekend to get to know everybody and their situation. Happy Rovers in Bulgaria
The Tailored Support Unit is proud to report another piece of implementation of Tailored Support – this time to the Organisation of Bulgarian Scouts (OBS):
The agreement between OBS and the European Region included, among other things, a strengthening of the Rover section. To achieve this, two Bulgarian Rovers participated in Agora during April at KISC. From their experiences they will now work on running an Agora event in Bulgaria in due course. The TSU will follow-up on the whole process with Rita Santos from Portugal, who will help as a mentor.
Lyudmila and Svetlana, the two participants to the AGORA, reported very enthusiastically back: “The Agora 2009 was so rich in ideas, educating, empowering and motivating. We, the representatives of Bulgaria at this event, have already decided on a plan of implementation of everything learned in Bulgaria and by making a good National Programme for Bulgarian Rovers.
Thanks to the hard work and good ideas of Rita Santos, here is what we will do for the Rovers in Bulgaria:
• Writing three news articles in our Scout Newspaper
• Gathering a planning team to organize a National Agora in Bulgaria
• Make a questionnaire for Rovers
• Activities for Rovers at the National Summer OBS Scout Camp

Lithuania’s new unified Identity
Funded in part by the Partnership Fund for Development and Growth, Lithuanian Scouting has embarked on a project to promote their brand and create a unified identity. Loreta Senkute, the former International Commissioner and Jorė Astrauskaitė, Public Relations Officer and Coordinator of Partnership Fund project take up the story.
An article was published before Christmas in order to present our new logo and membership card. Also, all members received a Christmas present - the badge with our new logo. A big presentation was given about all these project activities: the financial results of last year’s actions, our new electronic newspaper, the National Jamboree movie, camp TV and camp song video, all leaders got a DVD with jamboree movie and our new electronic newspaper were presented for leaders in our general assembly in February 2009 and are now well known in the organisation. Become EVS volunteer in the Brussels’ office!
The WSB-ERO considers the European Voluntary Service (EVS) of the Youth in Action Programme a very good opportunity for young people to experience a volunteering period in another country: http://ec.europa.eu/youth/ For this reason the Region will now create a position for one young person (18-25 years old) that would like to commit herself/himself to volunteer in the World Scout Bureau – European Regional Office in Brussels. The work of the volunteer will be focused on the preparation of the European Scout Conference 2010 and on the support of Brussels office working areas, External Relations and Funding. In order to get funds to host the volunteer, the WSB-ERO will submit a funding application for the European Voluntary Service to the Executive Agency of the European Commission responsible for the Youth in Action Programme. The deadline for applying is Tuesday, 1 September 2009.

Visit to Bosnia & Herzegovina

João Armando Gonçalves, committee contact person, visited the Scout Associations in Bosnia & Herzegovina. The two Bosnian NSAs are going through a challenging process towards unification as an effective umbrella organisation. Much commitment and hard work is taking place to accomplish this goal. During a later meeting with the Regional Committee, there was the opportunity to discuss the current status, the main needs and the support to be provided by the Region. One of the areas in which work will be developed is Training of leaders. Scouts in Bosnia & Herzegovina are also very open to develop partnerships and host visits from Scouts from other parts of Europe.

Kander-Lodge Opening
Saturday, 30 May 2009 in KISC, Switzerland
On 7 July 2008, KISC got the keys to a building situated down the valley, in nearby Mitholz. Throughout July and August 2008, our team worked on making the building ready for its move to Kandersteg. In September 2008, Kander-Lodge made its way to Kandersteg and was rebuilt next to the River Kander, opposite the Chalet.
Finally, Kander-Lodge was officially opened to make the dream of a Permanent Mini-Jamboree even bigger. The opening ceremony included speeches by Marc Lombard (Chairman, KISC Foundation) and Thijs Stoffer (Chairman KISC Association). Then, the first copies of the new book A History of KISC were handed to Luc Panissod (Secretary General, WOSM), Anne Guyza and Andrea Dermarmels (Board members of the Swiss Scout Movement), David McKee (Director, WSB-ERO), the Kandersteg Community Council and Tourist Office and several Honorary Members of the KISC Association.
Mark Knippenberg (Director of KISC) together with Staff members from all Scout Regions around the World unveiled the name sign over the terrace in Kander-Lodge marking the official opening of the building. An apero was served whilst all invitees got the chance to take a view at the different rooms and facilities inside the building. Celebrations continued until midnight with live music and a party in the ground floor of new building.
During the ceremony, Luc Panissod said: "KISC is the only World Scout Centre of its kind. For World Scouting, Kandersteg is a laboratory, a permanent think tank as well as a permanent jamboree. It is important that we continue to nurture this relationship, which you have certainly understood, is so natural... and we have to make it vital, as the spirit and energy brought by the place brings so much for the success of the Movement".

ASDE-Scouts de España together with Adif has developed environmental awareness activities at several railway stations
6 June 2009 in 19 railways across Spain
ASDE-Scouts de España together with Adif, the Administrator of Railway Infrastructures in Spain, organised awareness activities aimed at more than 2000 children in 19 railway stations across Spain on the occasion of the World Environment Day. The goal was to provide information, awareness and training in environmental matters, giving a special emphasis on issues such as waste recycling, climate change, environmental impact and pollution.
Hundred of Scouts, children and young people joined this initiative, guided by Scout monitors. They organised a series of activities including games, workshops, Gymkhanas, dances and songs.
These activities were developed under the partnership agreement signed by the presidents of Adif, Antonio González Marín, and the President of ASDE-Scouts de España, Julio del Valle de Íscar. This agreement searches to raise awareness of citizens and station users about the impact of human activities on the Environment.

NATIONAL Jamboree celebrating 100 Years of Russian Scouting
27 July – 5 August 2009 on the shores of the Red Lake
The Scouts of Russia are happy to invite Scout friends from countries all over the world to the picturesque area of the Karelian Isthmus on the shores of the Red lake. More than 1,000 children from all corners of Russia, from Nahodka to Kaliningrad will gather in a huge camp. Delegations from many countries around the world are preparing to attend.
