Introduction
Partnerships Fund
Following the European Scout Committee meeting 12 -14 October, we advise
an important extension the Partnerships for Development and Growth Fund.
The committee is conscious that a new way of applying for funding can take
a little more time to be understood. 10 applications have been received
and will be considered.
The application process is extended so that Associations can still consult
with their Committee Contact and put together an initial proposal. The new
deadline for project submissions is 30 November 2007. Please note that
applications must have already been discussed with the Committee Contact
prior to them being submitted.
The initial forms and guidance were distributed in the July/August 07
issue of Europak.
Please do not miss out on this potential funding. Make the contacts and
work with the Region to help us all to grow and benefit.

Areas of Work - Educational Methods
Training Commissioners met to share and plan for the future
The Training Commissioners Network Meeting was successfully held from 13 -
16 September 2007 in the Glodowka Scout Centre, Poland. The aim was to
provide space for sharing experiences and establishing partnerships
between National Training Commissioners.
The meeting was an opportunity for National Training Commissioners and
others working on training to get to know each other, exchange and learn
from each others and get information about the developments in this area
at national, European and World level. This was the first event of this
kind for a long time and was very successful in meeting its aims.
19 participants from 12 countries participated in this opportunity and
created with he planning team an open and empowering atmosphere. Sharing
and needs of the national Associations were in the forefront of the work
and many ideas were identified and offered to others and to the Region.
The main questions and tasks addressed during the event were:
• Be a better Training Commissioner
• Meeting people and sharing
• Better training
• Recognition
• European and national plans
There is a general consensus that a repeat meeting is needed every two or
three years.

Work in Kandersteg International Scout Centre
Would you like to spend three months or more having the time of your life
in the Swiss Alps? You will make internationals friendships that will last
a lifetime, spend your days having fun and all for World Scouting!
Then why not become one of the Staff Team at Kandersteg International
Scout Centre (KISC)? The Staff are a team of international volunteers,
Scouts and Guides, who run the Centre in Switzerland. Working in KISC is
an amazing experience. It is a chance to explore the Alps and make life
long friends; and all while having fun!

Short Term Staff at KISC
Every 3 months a new group of Scouts arrive at the Centre as strangers and
leave, 3 months later, as friends. These volunteers are known as Short
Term Staff (STS) and work in every area of the Centre, helping where
needed. We are currently looking for applications for our Spring and
Summer 2008 seasons.
The Spring Staff applications are due on 15 December 2007 to begin work on
9 March 2008. In Spring, we do a lot of maintenance work as well as
preparing our campsite for the summer season ahead. The Staff are involved
in this work as well as all aspects of running the Chalet, including
house, catering and shop.
Summer Staff need to have their applications in by 15 February 2008 and
begin working on 7 June 2008. Our Summer Staff are involved in all general
operations of the Centre and Campsite and also run a wide range of guided
activities, from hiking and climbing to environmental activities for
Scouts and Guides from all around the world.

Administration Assistant at KISC
We are currently looking for an Administration Assistant to come and work
at KISC. The position is for 12 months and starts on December 9th 2007.
For this position it is preferable that you have administration experience
and that you are a native / fluent German speaker. You will be responsible
for assisting the Management Team in all aspects of administration,
including dealing with finances and suppliers. Specific job details can be

KISC Supporters’ weekend
The weekend is aimed at current Ambassadors, Supporters, and Members of
the Kandersteg International Scout Centre and, also, future Supporters!
During the weekend, KISC Supporters will come together, meet each other
and exchange ideas. A number of workshops will be held to help develop the
Support Network that KISC has.
Groups will produce promotional plans and presentations, which will help
to further the image and name of KISC and promote the Centre.

World Scout Winter Games - a sporting weekend at KISC in the Alps
Scout teams from different countries will take part in different winter
sport competitions, such as skiing, cross country skiing, curling and much
more! It is a fun competition where participants will also get the chance
to possibly try some new winter sports.

You must apply for this event through your International Commissioner, who
will make reservations for their country team and select participants.

Development and Support
Growth Network develops an appetite
Following on from the Long Term Project on Growth, the first meeting of
the Growth Network took place in Berlin, Germany, over the weekend of 5 to
7 October. 26 people from a wide variety of associations were present,
including a small number who had been previously involved with the Long
Term Project on Growth.
Following the call for the European Scout Committee to create more
opportunities to network and exchange ideas, the format for this first
meeting was very simple. Using the 6 growth factors, as identified in the
Action for Growth report, participants exchanged their own experiences,
positive and negative, during a number of sessions.
The evaluation of the weekend identified that the space to discuss
problems and successes was highly valued and the last session on Sunday
explored how the Growth Network might be taken forward in the future.
It is anticipated that following talks with our colleagues in WAGGGS, that
there will be the possibility that the next meeting of the Growth Network
will take place in April 2008, and will be broadened out to become a joint
initiative of WAGGGS and WOSM as one possible way of fulfilling the
recommendation on Growth from the 12th European Guide and Scout Conference.

Relationships and Funding
Small Projects from the European Scout Foundation (ESF)
The ESF offers~a high number of quality projects (max €3,000) "for sale".
There is an incoming flow of small projects from our~colleagues in Central
and Eastern Europe to the ESF. The projects are "hands on"
activities~where economic support is needed. All "small projects" are
endorsed by the International Commissioner~and checked by our Regional
Director to make sure they support the development of Scouting. We want to
ensure there is effective reporting following the conclusion of the
project.

Committee Contacts
Contact visit to Estonia
During his visit to Tallinn for the Baltic/Nordic Sub Regional Event 5-7
October, Paolo Fiora, the committee contact for Estonia, took the
opportunity to meet with representatives of the Estonia Scout Association.

Contact visit to Belgium
Prior to the meeting of the European Scout Committee that took place in
Brussels over the weekend of 12 – 14 October, Zorica Skakun, the Committee
Contact for Belgium, met with representatives from the Belgian Federation
The visit was conducted in cooperation with Lara Toner, the WAGGGS Country
Contact for Belgium.

Life of the Movement
Irish National Jamboree 2008
Jamboree 2008 will celebrate the Centenary of Scouting in Ireland. Scouts
from many different countries and cultures have already expressed an
interest in the camp. These international scouts and the scouts from all
Ireland will join in the fun, challenge and adventure, making it a truly
Irish Celebration.
The Jamboree programme will include organised activities but will involve
Scouts in designing their own programmes to be run on and off site. Scouts
will camp in open fields with a mixture of nationalities.
The Jamboree site will consist of:
- 6 Sub Camps
- A Cub Camp
- A Venture Scout Sub Camp
- A Staff Sub Camp
- A Staff Family Sub Camp
The Cost of the Jamboree will include all ceremonies (Opening, Closing &
International Day), activities on and off site, food for the duration of
the Jamboree, Camp Materials (including Camp neckerchief and Badge) and
transport to activities.
A gathering of Scouts of all kinds is always a special experience: making
new friends, the village atmosphere, the spectacle and the Jamboree
activities.

Swiss National Jamboree during summer 2008
The Swiss National Jamboree is organised once every 12-14 years, a very
rare event. The organisers expect over 23,000 participants.
The name of the event - Contura - is a mixture of words of all four Swiss
official languages and expresses the basic values of the Scout Movement.
The location of the Jamboree is between two lakes (Lake Zürich and Lake
Walensee), near the river Linth, surrounded by green hills and the Alps.
It’s a very good location for water activities and hiking. For Scouts from
abroad there is the possibility of home hospitality with Swiss Scouts.
Registration for foreign groups is possible till the end of 2007.
A great part of the Swiss National Jamboree’s website is available in
English as well as German, French and Italian, and the site contains all
the important information for guests from abroad.
