Areas of Work
The recent Open Call for involvement in the core groups of the region was
a huge success resulting in 83 applications spread across all the areas of
work. (We received 60 applications three years ago.) Thank-you to everyone
who submitted applications by the deadline. We assure you, that even
applications that arrived after the deadline were considered as we
recognised that it has been a very busy summer.
The European Scout Committee has spent considerable time looking at how
these offers of involvement will be taken up. The call was for core groups
and units and we are nearly complete in making the selections and the
results will be advised very soon.
The next stage after that, when the core groups have met, will be agree
the composition of groups which will work to support the core groups and
units. We hope to be able to identify possible participants from the Open
Call and to offer alternatives, such as the Resource Pool so that we can
best use the expertise on offer.
Educational Methods
KanderJam
KanderJam-the Alpine link to the World Scout Jamboree was held at
Kandersteg International Scout Centre, Switzerland from July 27th to
August 8th 2007. The event was attended by 1800 Scouts and Guides from 23
different countries from all around the world, as well as staffed by 150
from 33 different countries. In total 40 countries were represented at
KanderJam.
The event began with an official Opening Ceremony, which saw the Camp Flag
being raised along with all 40 national flags being presented to the
Jamboree. At the ceremony a slide show about the past 100 years in
Scouting was shown and it ended with groups singing and dancing together
starting the magical atmosphere
For many, Scouting’s Sunrise was the highlight of the Jamboree. KanderJam
participants were joined by 400 Scouts from the Swiss Scout Movement and
hiked to the high alpine glacial lake, Oeschinensee, before sunrise.
Celebrations included watching 8 sky-divers descend upon the crowd while
performing spins and tricks, which amazed all! At 09.00, after breakfast
by the lake, all 2500 Scouts and Guides present renewed their promise
together. The ceremony was a spectacular experience in a breathtaking
surrounding.
The final day of KanderJam ended with another special ceremony held in
front of our main Chalet, with some warm up aerobics, special
presentations of pictures and memories from the previous 12 days, speeches
from the camp directors and an amazing fireworks display.
The ceremony was the perfect end to a great event and one that all who
attended will remember fondly for years to come.

Management Training Team ready to work
WOSM - European Region established a team of qualified and suitably
experienced trainers from across the Region, members of the Resource Pool,
to offer best possible support to national Scout associations kinds in
area of management training. The Team is a working group of the
Educational Methods Team.
Management Training Team met over the weekend 21 - 24 June 2007 and
discussed the content and organisation of the work. The Team is ready to
deliver:
· Tailor-Made Support to national Scout associations and organisations.
Members of the Team already delivered training for the leadership of the
Romanian Scout association.
· Training for new members of National Boards. This training will focused
on the work of a national Scout association. The aim of this training is
to develop understanding how a national Scout association operates and
present fundamental management concepts. It will be held in late
February/beginning of March in Kandersteg
· Advanced Management Training. This training is seen as part of a wider
training experience for key leaders on national level, in various areas.
The aim of this training is to provide the space for sharing, challenging
concepts and ways of thinking, exploring possibilities and developing new
knowledge and practice.

Development and Support
Growth Network
We are pleased to confirm that the Growth Network will hold its first
meeting in Berlin from 5 to 7 October. Those who attended the European
Conference will remember the energy and enthusiasm shown for this
initiative and we are certain that the planning team can build, with you,
on that level of enthusiasm.
Hajde! Project
A letter has sent to International Commissioners to advise that, following
a review of all the services offered by the Region, the European Committee
has decided that the best way to continue offering support to the
associations of South East Europe would be through Tailored Support, and
through the encouragement and support of partnerships. Hajde! will be not
continue after 30 September, but a range of possibilities have been
proposed to encourage the development of associations from South East
Europe.
Relationships and Funding
The European Year for Inter-cultural Dialogue
2008 is the European Year for Intercultural Dialogue
(www.interculturaldialogue2008.eu). The objective of the year is:
· To promote inter-cultural dialogue as a way to acquire the skills and
confidence to deal with more open and diverse societies and
· To raise the awareness of the importance of developing an active
European citizenship which is open to the world, respectful of cultural
diversity and based on common values in the EU.
There is a lot of scope in that for NSA/NSOs to participate and benefit.

European Union Federation of Youth Hostel Associations (EUFED)
Scouts use youth hostels throughout Europe and the co-ordination for them
in Europe, is EUFED. As part of their work they are inviting young
Europeans aged 18-30, resident in Europe and with a strong interest in the
Youth Hostelling movement and EU policies to participate in an
internet-based "Youth Committee".
The "Youth Committee" will assist EUFED with:
· Drafting/preparation of the annual Action Plan;
· Piloting new projects aimed at young people;
· Implementation, monitoring and evaluation of EUFED activities;
· The wider dissemination of EUFED's work.

Friends of Scouting in Europe gatherings in the UK & Sweden
On 2 August at the Hyland House during~the World Scout Jamboree in the UK,
a large number of FOSE had a splendid hour as the guests of David Bull,
the International Commissioner of the UK, many new FOSE were welcomed
during the one-hour meeting.
During~the gathering we welcomed the former Polish President, and Nobel
Lauriat, Lech Walesa as a life Friend of Scouting in Europe. With now over
250 FOSE, Mr Walesa’s participation is very much welcomed.
In his speech Mr Walesa stated that he identifies very much with Scouting,
with our values and is prepared to work for us as an ongoing promoter of
Scouting.
On 17 July, during the Swedish national camp (the future campsite of the
next World Jamboree in 2011) a FOSE gathering was held for the FOSE who
attended the camp. Olle Alsén and Göran Hägerdal hosted this meeting and
made good use of the opportunity to welcome more Swedish FOSE.
9th Annual FOSE Gathering in Serbia
The FOSE will hold their 9th Annual Gathering this year in Serbia. So far,
over 30 Friends have signed up for this annual highlight. Please contact

Polish Jamboree
Over the weekend of 11-12 August, Craig Turpie attended the Opening
Ceremony of the Kielce 2007 Jamboree in Poland. This event saw
approximately 8,000 people gathered together under the banner of ‘One
World One Promise’.
As well as attending the opening and meeting participants, Craig had the
opportunity to meet with representatives of ZHP to discuss current
challenges and the forthcoming extra-ordinary National Congress.
Contact visit to Serbia
Over the weekend of 31 August to 2 September, Craig Turpie visited Kanjisa
in Serbia to meet with representatives from the Scout Association of
Serbia.
As well as attending a leader’s training course, he participated in
discussions that covered a number of matters including constitutional
issues, Kosovo, the closing of the Hajde! Project.
Contact visit to Poland
On Sunday, 9 September, Craig Turpie attended the 35th National Congress
of ZHP. This extraordinary meeting took place in Bydgoszcz and provided an
opportunity for ZHP to review the role of its national bodies in
implementing its strategy.
A number of elections took place, including for the roles of President,
Chief Guide/Chief Scout and National Board members. The outgoing
authorities were thanked for their contribution over the last 2 years,
under challenging circumstances. Fabiola Canavesi, Chairman of the Europe
Committee WAGGGS also attended.
Contact visit to Norway
Over the weekend of 7-9 September, Paolo Fiora visited Norway and attended
a seminar on the issue of recruitment and retention of leaders.
Visit to Denmark
During the recent meeting of the Finance Support Group in Copenhagen from
26 to 28 August, members of the FSG, including Vice-Chairman Marios
Christou, had the opportunity to meet members of the Danish Scout Council
while observing the event staged by the Council to celebrate the Centenary
of Scouting. More that 12,000 Scouts participated in an activity packed
day concluding in campfires appropriate to the ages of the participants.
13th African Scout Conference
Henrik Söderman attended the 13th African Scout Conference in Kigali,
Rwanda from 3-7 September. The European Scout Committee was particularly
pleased to note the Resolution adopted at the Conference regarding
co-operation with other Regions. Messages of congratulations have been
passed to the Africa Scout Committee, and to the new Chairman, Marcel
Ledjou Blaguet from Côte d'Ivoire.
3rd Eurasian Regional Conference
Zorica Skakun attended the 3rd Eurasian Scout Conference in Yalta, Ukraine
over the weekend of 14-16 September.
Life of the Movement
My Future, My Fantasy – Theme of the Dutch National Jamboree 2008
This event, organised once every four years, takes place from Monday 21
July till Wednesday 30 July 2008. Scouts from 11-18 years old from Holland
and abroad are invited to take part. As for the previous National Jamboree
in 2004, the event will be held in Landgoed Velder in Boxtel. This part of
the country is a marvellous location for lots of activities such as
hiking, canoeing, climbing and mountain biking. Combined with lots of
activities such as music, theatre, international dinner, Scout FM, movie
evenings, friendship awards, swooping and last but not least a great
opening and closing ceremony will make this Dutch National Jamboree and
event to remember!

The Dutch National Jamboree… don’t miss it!
The Romanian Scouts won 10 000 Euros
On the 1st of September, the Romanian Scouts were voted the NGO that makes
the best difference in the Romanian society and won a prize of almost 10
000 euros.
The blogadvertising campaign was initiated on the 20th of August by Ionut
Oprea on [ http://www.clickio.ro ]www.clickio.ro, and more than 40 NGOs
were nominated in 5 different categories.
With 3141 votes, the National Organisation of the Romanian Scouts was
declared the winner of the campaign and will benefit from almost 10 000
euros, offered by auction by [ http://www.marketonline.ro
]www.marketonline.ro.
The Scouts campaign manager, Radu Seuche said, “Running this campaign
needed a lot of work because all of our competitors are powerful NGOs but
the results are very rewarding because it was an important recognition of
our role in Romania.”
“The money will be used to develop and support the organizational
management level because we know the only way to empower the organization
to get involved more in the community is to have a strong young project
managers with expertise in community projects.” said the President of the
Romanian Scouts Organisation, Sorin Boros.
On Monday 3 September, Radu Seuche and Bianca Nesiu-Bedreag, the Romanian
Scout representatives, received the award live on the state National
Television.
Tunisian Scouts plant Maltese Endemic trees during their International
camp in Malta
Tunisian Scouts from the Nabeul-Ouest Scout Group have taken the
initiative of planting Maltese Endemic trees celebrating the Scouting
centenary, during their international Camp.
A former Scout leader from the 1st Qrendi Scout Group, Mr Michael Brincat,
grew the seedlings locally, confirming that "Once a Scout, always a Scout".
Management of the Region
Following a review of tasks and functions the Regional Director has made
the following changes to the staffing of the Regional Office:
Mike Walker – new title, Director of External Relations and Funding. This
change recognises the hugely important work of our office in Brussels in
relation to the Commission and Council of Europe, and provides a new focus
to support funding for associations as well as the region itself.
Katrin Tauscher – following the completion of the Growth Project and the
clear need for Strategic Support and Development, I have re-graded the
position of Katrin Tauscher to that of Director of Strategic Support and
Development. Katrin will work from her home in Germany and will be
contactable through the Geneva Office and, as usual, by email. A direct
telephone line will be installed shortly. This position follows the thrust
of the European Scout Conference and the new way the Committee will be
working.
