Less than 100 days until Roverway!
The Journeys in the first part of Roverway, categorized by themes (Heart, Mind, Creativity, Environment, Challenge, Culture) have been now allocated to the various groups. The first discussions about the content and methods of the projects were discussed already in the specific Facebook groups designed for each Journey.
The second part of the Roverway week is called Althingi, after the original Icelandic parliament in Thingvellir, located close to the campsite. It will offer five main programme villages; Arty Party, Viking, Environment, Sport and PSST (Politics, Social, Science and Technology). Each village will focus on different things, from creativity to environment and sports to social issues. There will also be the opportunity to go off-site to visit an Icelandic swimming pool, golf course or a power plant. Scouts of the World Discovery course
6-11 July 2009 in Bécours, France
The Eclaireuses et Eclaireurs de France will set up a Scouts of the World Discovery course at their national centre in Bécours. This is the first step in the Scouts of the World Award that will run for six days of activities based on two topics, the Environment and Sustainable Development, to allow participants to achieve the following educational objectives:
• Ability to explain the main challenges facing today’s world
• Ability to live and take action in an intercultural context
• Sense of solidarity and a community spirit
• Aptitude for finding and analysing information
• Autonomy, leadership skills, aptitude for co-operation
• Aptitude for using negotiation, mediation, problem-solving and decision-making skills
• Aptitude for initiating, carrying out and completing innovative projects
Following the Scouts of the World Discovery event, participants can start straight away to do the Scouts of the World Voluntary Service (minimum of two weeks full time).
Several job descriptions are being prepared such as:
• Heritage construction activity
• Environmental workshops
• Caring for injured birds
• Sorting and recycling waste
• Local organic farming

Upcoming Recruitment Network Meeting
4-7 June 2009 in Slovenia
The WOSM - European Region is organising a Recruitment Network Meeting to offer space for exchanges between those engaged on recruitment in their NSA/NSO. We would like to assist you in exploring the challenges associated with effective recruitment of adult resources.
The Planning Team has compiled an inspiring programme, but also warmly encourages participants to bring their ideas, needs and input to the network meeting programme. Key topics proposed for discussion and work are Diversity in recruitment, Motivation, Image and Campaigns.

WOSM representative in the Council of Europe – Advisory Council
During the first meeting of the Advisory Council following the renewal of the elected representatives, the WOSM representative, Loreta Senkute, has been elected Vice Chairperson of the Advisory Council.
Loreta is carrying WOSM priorities in the Council of Europe and the Advisory. She put her focus on the following elements:
• Convention of the rights of young people: we wish to see this innovative and new idea to flourish in the next years within the Council of Europe. It has always been a champion on youth policies and we hope to see it keeping that position.
• Volunteering: this is a key issue for WOSM and we hope that the Council of Europe will join the European Union and the United Nations in supporting, promoting and celebrating volunteering in 2011.
• Better coordination with the rest of CoE and the Conference of INGO: we believe that this is crucial in order to enable civil society to be better heard in the Council of Europe.
• Follow up and implementation of agenda 2020: this document should pave the way of youth policy within the Council of Europe for the next 10 years.
The advisory council is made up of 30 representatives from youth NGOs and networks which provide opinions and input on all youth sector activities. It also ensures that young people are involved in other activities of the Council of Europe.
Loreta Senkute is a member of the European Policies Support Group and is a former International Commissioner of Lietuvos Skautija, Lithuanian Scouting.
Making Children’s Rights a Reality: an important step towards targeted policies
The European Union Fundamental Rights Agency (FRA) presented a new report on 25 March about 'Developing indicators for the protection, respect and promotion of the Rights of the Child in the European Union'. This proposes a comprehensive series of indicators to measure child rights across the EU.
Indeed, the situation of many children across the EU is worrying, with one-fifth at risk of poverty. Many suffer violence within their family or community, whilst those belonging to minority groups are often subject to discrimination in education. Children continue to be trafficked and smuggled into and across EU Member States. As one of the largest youth movements, WOSM is engaged with the process through the European Forum on the Rights of the Child, as a permanent member of the Forum.
The hope is that Member States will use those indicators to collect data that will allow them to formulate evidence-based policies to protect the rights of the child.
The indicators have been developed in the following areas:
• Family Environment and Alternative Care
• Protection from Exploitation and Violence
• Education, Citizenship and Cultural Activities
• Adequate Standard of Living

Committee Contacts
Visit to Finland
João Armando, the Committee contact person for Finland, visited the Finnish NSO, Suomen Partiolaiset-Finlands Scouter (SPFS) last February. The visit happened during the weekend in which SPFS were having their National Council, João had the opportunity to address the topic of Growth and Development. Besides that a number of other meetings were held, providing good insight on the implementation of the new Youth Programme, the Growth project, which is being run in partnership with the Region, and the new adult recruitment project as the ultimate challenge in SPFS.
Visit to Romania
Cercetasii României (ONCR) the Romanian NSO, held its annual General Assembly on the 4th April. João Armando, the Committee contact for Romania, attended this meeting.
João Armando had the opportunity to get a better view on the current situation of the association. A strong emphasis on support to the local level and the quality of adult resources are seen as priorities to increase the current membership. A project being carried out in the framework of the Partnership Fund for Development and Growth, called Scouting Seeds, is well under way and expects to attract more members to ONCR. This will be done through a structured and continuous approach to recruitment, in which the local groups play a key role.
Life of the Movement
European Scout Foundation’s new Board
During December 2008, the Board of the European Scout Foundation meet in Geneva. A number of subjects were dealt with, focusing on the Friends Of Scouting in Europe and the Small Projects, the Foundations two most successful programmes. This includes the ESF financial result as per the end of the financial year, September 2008.
A new ESF Board was elected under the chairmanship of Jørgen Rasmussen, the Board now consists of Rene Karla, Juris Ulmanis, Walter Hofstetter, David Jenny, representatives from the European Scout Committee and the European Regional Office.
During this meeting, a warm "Thank you" was also expressed to Frédéric Baudin, Johannes Jonas and Olafur Asgeirson, who completed their terms after years of outstanding service.
Information related to the FOSE Gathering 2009 that will take place in Montenegro from 9-11 October 2009 was also presented to the ESF Board.
Experiential Environment Education Leader Training Seminars
12-14 June 2009 in Paris, France & 11-13 September 2009 in Frankfurt, Germany
Two training seminars are being offered to European NSAs, free of charge thanks to the support of the Alcoa Foundation, to support adults in Scouting with the delivery of the World Scout Environment Programme, using experiential education. This approach is based on the Scout Method and offers support for engaging Scouts in learning by doing, particularly with regard to exploration of the environment and natural world.
The seminar will be delivered using a variety of methods to actively engage participants with the experiential education style. The seminar will include exploration of the World Scout Environment Programme content and application within NSAs; sharing of local environmental education programmes of NSAs and the environmental values and challenges found in each participants country; participating in and developing experiential activities; how to bring environmental education into regular Scouting activities; exploring different learning styles of adults and young people; and communicating Scouting and environment stories. The Scout Method will be used during the seminar and will include group discussions, outdoor exploration activities, presentations by participants, peer-led and trainer-led activities.
It is expected that NSAs will nominate a small team of people to attend the training seminars in order to support the implementation of the training after the seminar within their NSA. The participant team should be 2 or 3 from each NSO/NSA. There will be approximately 30 participants and 7-10 NSOs/NSAs at each seminar.
Characteristics of the team:
• Have a national remit – training and youth programme
• Have an interest in environment education
• Need to understand adult learning in Scouting and our approach to training
• Need to be competent in facilitation and presentation skills
• Need to be recommended by their NSO (application signed by International Commissioner)
• Have a gender balance
• Able to work in English and hopefully another working language of the kit
• Computer literate
• Include a youth member – under 25 years old
• Commitment to further development after the seminar and feedback to WSB
Each participant will receive a World Scout Environment Programme Kit and materials to support the delivery of the World Scout Environment Programme using an experiential education approach. Participants should familiarise themselves with the contents of this kit which can be downloaded from: www.scout.org/environment

International Trainer’s Training in French
26 July – 2 August 2009 at Jambville, France
In partnership with other Francophone NSAs/NSOs, the French association, Scouts et Guides de France (SGDF), together with the World Scout Bureau are launching an International Trainer’s Training.
This Training aims to reinforce the capacities of Scout Leaders at National or Regional level, for experienced Trainers to organise the Training in the framework of their own association.
Our goals to work towards will be:
• Validation and certification of competences of Scout Leaders, whether they are Unit Leaders, Group Leaders Commissioners, etc.
• Analysing the needs of Training for active Leaders in their associations
• Elaborate Developing and implementing a training plan for associations
Based on participative dynamics (working time in small group, exchanging ideas, confrontation of practices) each participant will work towards setting up a concrete project in her/his association.
An international team of trainers will be there to support the work and provide some theoretical elements for each project.

The KISC Committee meets the World Scout Committee
During the KISC Committee weekend, on the morning of Sunday 22nd March, 5 members of the World Scout Committee unexpectedly arrived in Kandersteg to visit the World Scout Centre. Simon Rhee, vice-chairman of the World Scout Committee, informed us that he will be the new representative of WOSM on the KISC Committee (taking up the reserved seat for a member of this body). Following the introduction, Thijs Stoffer, chairman of the KISC Committee, guided a special Chalet Tour for our international visitors. The World Scout Committee members went back to Geneva around noon. KISC would like to express its gratitude to the World Scout Committee for its interest in the Centre and also congratulates Luc Panissod on his appointment as Secretary General of WOSM, a position that he had been already fulfilling on an interim basis since November 2007 with great success.
Kander-Lodge Opening
At the end of May, Kandersteg International Scout Centre will move another step forwards and experience its biggest development since the opening of the New Chalet in 1996. We want to invite you to attend the festivities around the opening of our new building, Kander-Lodge, the 'naming' of the "Hächu's Lodge" (a new shelter in our campsite) and the hand-over of the holiday chalet "Sunneblick" to the Centre.
The festivities start at 16:00 on Saturday, 30 May 2009 and will go on until late in the evening. The festivities are free of charge, however we ask for a CHF 10.- contribution towards the BBQ. If you will attend, please inform the Director dire...@kisc.ch, so we have enough food for everybody. We are already fully booked at the Centre for this weekend and have only a few beds available in shared rooms.
