Introduction

All regional groups meet at Kandersteg
23-25 January 2009 in Kandersteg, Switzerland
The Teams, Core and Support Groups and some Units of the Region met at Kandersteg International Scout Centre to continue working to achieve the Regional Scout Plan in an integrated and effective way. Continuing the tradition established in the last triennium, many of the groups which support the implementation of the Regional Scout Plan met during the end of January.
A day and a half – all day Friday and Sunday morning - were devoted to the individual group meeting. A number of meetings were held between the various groups to provide cross fertilisation of ideas, integration and to share items of common interest. A special meeting discussed the development of the programme of the 6th Forum on Youth Programme and Adult Resources and another cross-interest group explored our support to Roverway in Iceland.
The Tailored Support Unit met with various groups to ensure integration and consultation on the actions, which make up this important area of work. The European Policies Support Group had many topics to share including the involvement of the region in a number of EU initiatives. The External Funding Unit reviewed the actions taken to date and particularly requested cooperation with associations to make application to the Youth in Action programme. The European Scout Foundation met also with the Friends of Scouting “Super Friends” to ensure here is understanding of the actions of both groups.
Saturday morning was devoted to a common exploration of the “Learning Organisation”. A new Euro.Scout.Doc will be produced to further support this concept into the thinking of associations.
Saturday afternoon and evening was spent at Our Chalet, Adelboden with our WAGGGS colleagues when the joint actions of both Regions were reviewed and the implementation of the further actions was developed.
This KISC staff provided the background support to ensure that, by noon on Sunday, all the groups were able to leave the Centre satisfied and that a lot had been achieved in progressing our plans.

Educational Methods

Model Workshop on Quality
The WOSM - European Region has been exploring the concept of Quality for several years. This included discussing this topic at various events, such as at management trainings and at the Workshop held in 2004. A Euro.Scout.Doc was also produced on the issue.
As its next step, the Region plans to design a model workshop on quality for NSAs. The idea is that we prepare a package that can be easily implemented in an association, starting to think the processes required to improve the quality of their performance.

Development and Support

Implementation of Tailored Support – RAP Workshop in Albania
6-8 February 2009 in Kruje, Albania
In the framework of Tailored Support Implementation for Beslidhja Skaut Albania (BSA), a workshop was run to introduce RAP – the Renewed Approach to Programme. 12 participants, members of BSA, participated at this workshop. Catalin Muntean from The National Scout Organization of Romania, lead the workshop. The main topics covered during the workshop were:
• The Scout Method
• The 8 steps of RAP
• Educational activities & Personal progression
As a follow up of the workshop, the participants and members of BSA programme team will work on the development of the youth programme for Albanian Scouts. Representatives of the Region will support this process.
Following the activity of the Tailored Support Unit, there will be a RAP workshop and fundraising workshop to be held in Montenegro, from 20 to 22 February 2009.

Funding Info – More funding opportunities through the European Youth Foundation
The European Youth Foundation is a fund established in 1972 by the Council of Europe to provide financial support for European youth activities. Its purpose is to encourage co-operation among young people in Europe by providing financial support to such European youth activities which serve the promotion of peace, understanding and co-operation in a spirit of respect for the Council of Europe's fundamental values such as human rights, democracy, tolerance and solidarity.
Is your NSO/NSA working, or would like to work on:
• Human rights education and promotion of democracy
• Promotion of intercultural dialogue
• Social inclusion for young people
Probably you could say, “Of course! In the Scout Method you can easily find all these features!”.
That's a key element because these are also the Priorities of the Council of Europe for the youth sector!
If you are interested in getting funds to develop projects on these issues, first of all you should go to have a look on the EYF website: www.eyf.coe.int/fej/
But concretely, what kind of youth activities can be funded?
Category A - International youth meetings
The EYF may provide financial support for organising international youth meetings for youth leaders, including seminars, conferences, workshops, camps, festivals, etc.
Category B - Youth activities other than meetings
Apart from meetings, the types of youth activities eligible for EYF financial support are studies, research projects and the production of information and documentation on youth issues.

In the same category, the EYF can also grant study visits enabling youth organisations and networks to make new contacts in Europe and thus extend partnerships and develop co-operation.
Category D - Pilot projects
Since 1 January 2000, the European Youth Foundation (EYF) is able to provide financial support to pilot projects carried out in the form of meetings between young people or activities other than meetings (documentation, research and publications). This facility has been introduced in order to enable the EYF to provide as effective a response as possible to the priority objectives of the Council of Europe's youth policy. By their very nature, these youth policies call for means of action which are not subject to excessively rigid rules, conditions and criteria. Who can apply?
Youth NGOs can apply from the 47 countries member of the Council of Europe.
How to apply?
It's quite easy because every step has to be done on-line on the EYF website!
First of all you should register your organization with the EYF. Then when you have identified the grant category that fits your project, you have to submit an application online with the opportunity to monitor the progress of the application and the administrative follow-up.
When to apply?
• For Category A and B activities of the EYF taking place between 1 January and 30 June of 2010 the deadline is 1 April 2009
• For Category A and B activities of the EYF taking place between 1 April and 31 December of 2010 the deadline is 1 October 2009
• There are no fixed deadlines for pilot project applications or first (ad hoc) applications to the EYF, which may be submitted at any time. However, according to the decision of the Programming Committee on Youth (the decision-making body), all ad hoc applications including pilot projects should be submitted at least three months prior to the beginning of the activity in order to allow a proper assessment.
As you can see, applications have to be submitted far in advance of the starting date of the activity. Therefore, in order to get financial support from the EYF, good planning is essential!

Act Local, Think Global: it’s possible!
Every year, in the autumn, the General Assembly of the United Nations welcomes Youth Delegates www.unyouthdelegates.org. They are young people participating in the official delegation of their country and attending a session of the General Assembly in order to strive for young people’s needs.
For 2009, Falko Mohrs from the German NSA Verband Christlicher Pfadfinderinnen und Pfadfinder (VCP) will be representing Germany. This is a great example of the possible involvement of a Scouts from national level in international affairs. Moreover it is a great recognition of the achievements, the contribution and the role of Scouting in society. Scouting is not happening in isolation from the rest of society. Its educational role, but also its presence in communities around the world, gives a global dimension of all actions taken by any Scout, anywhere in the world.
Let’s all congratulate Falko for his commitment and use his example. Falko is mainly active at local and regional level but he is very committed and interested in international affairs. He has good knowledge about Scouting at national level through his various engagements and participation in the national organisation, VCP.
You will be able to follow his programme, actions and moves during 2009 on the website of VCP www.vcp-fichtelgebirge.de.
Falko will tour Germany to listen to the needs of young people and youth organisations. His role as a youth delegate will be to give input to the resolutions on “policies and programmes involving youth”, but also to promote and further youth participation and input at the UN.

Life of the Movement

European Scout Foundation Board
During December 2008 the Board of the European Scout Foundation meet in Geneva. A number of subjects - focusing on the Friends of Scouting in Europe and the "Small Projects" - the Foundation’s two most successful programmes - were dealt with including the financial results at the end of the financial year October 2007 to September 2008.
A new Foundation Board was elected under the chairmanship of Jørgen G Rasmussen. The Board now consists of René Karla from Austria, Juris Ulmanis from Latvia, Walter Hofstetter and David Jenny from Switzerland, as well as representatives from the European Scout Committee and the European Regional Office. During this meeting, a warm "thank you" was also expressed to Frédéric Baudin, Johannes Jonas and Olafur Asgeirson, who left the Board after years of outstanding service.
The first information related to the Friends of Scouting in Europe Gathering in Montenegro, 9-11 October 2009 was also presented to the Foundation Board Meeting.

World Scout Winter Games 2010
It's a week of Winter Sports in Switzerland. Scouts from all over the world will attend and participate. There will be 1 team of 6 members per country and sports include skiing, ice skating, curling, cross country skiing and more!
The second edition of the World Scout Winter Games will take place in Kandersteg from 3rd to 10th March 2010. The national team applications should be signed by their International Commissioner. Supporters and Members Weekend
We are organising a 'Supporters Weekend' from May 29th - June 1st with the aim to bring together our current and future supporters, show them more about the Centre and together work on how to promote KISC in the future! At the same time, we will host a 'Members Weekend' for all our Members and their families, with special activities in and around Kandersteg for kids and adults.
During that weekend, on May 30th, our new building Kander-Lodge will have its opening ceremony, and we hope to have as many friends as possible to join us on this very special (and historic!) occasion. More information: p...@kisc.ch

With this addition, the Centre has reached the goal of making our website available in 5 different languages: English. German, Italian, French and Spanish. Other improvements include a virtual e-shop, online booking request, newsletters and a variety of blogs with our latest news, among others.

Suncheon Asia-Pacific Scout Centre Staff Opportunities
Following an agreement between the Korean Scouts and the Asia-Pacific Regional Office, there are opportunities for Scout volunteers at the Suncheon Asia-Pacific Scout Centre.
The Korea Scout Association (KSA) and the World Scout Bureau Asia-Pacific Region (WSB/APR) have signed a Memorandum of Agreement (MOA) with Korea's ecological capital, Suncheon City on 16 December 2008 to manage the Suncheon Asia-Pacific Scout Centre (SAPSC) where young people may improve their global leadership potentials.
Beginning March 2009, the SAPSC will offer programs in English based on the Scout method of "learning by doing" - a hands-on experiential learning process in the outdoors through young leaders from the National Scout Organizations. Korean youth may learn real-life, everyday spoken English and global leadership through various outdoor hands-on programmes, weekly English camp programmes, and seasonal experiential programmess. At the same time, staff member may learn about Korea's rich history, culture, and tradition as well as share the brotherhood of Scouting with participants and visitors.
