Hi,
hope this is the right list: Why is the range of tag:taggedBy foaf:Agent
rather than foaf:OnlineAccount?
It would be easier to match taggings of the same person from different
Accounts (let's say flickr and bibsonomy).

That makes sense. I am thinking when a SCOT instance is created which information should be used for creator.
I think the range for taggedBy can be changed you pointed out.
i will update this issue on the list of pre-release version.
