Submitting Prelim Application for Licensure

I initially did not submit the prelim app because 1) I thought doing a 100% research postdoc did not count as "direct service" (for the 1500 hours that have to include that) and 2) finding and extra $500 is difficult. Thus, I am submitting late. Does anyone know if the board has ever made an exception to retroactively count hours that occurred before the $500 + prelim app was submitted? Thank you.
