How to download Scooter Framework?

Hi all,
I'm having problems downloading the 1.3 release of Scooter.
If I follow the download link from the official website, I am redirected to Google Code. Google requires me to log in first but then gives me a 403 error.
The latest version on the SourceForge page is 1.1
Is there an alternative link?

Marcel,
I got the same error. I think it is Google's problem. For now, download from github site.
