Mismatch of counted creation/deletion events and actual connectivity changes

Dear all,
Somebody pointed out to us, that there is a mismatch between the number of counted creation/deletion events noted in the rank_0_plasticity_changes.txt file and the actual change in connections described by csv files.
This is, in fact, an error on our side. Sorry for the confusion.
The correct number is described by the monitors (csv files).
