New iris core-dev

I'd like to propose Ruth Comer https://github.com/rcomer as a new iris core developer.

Ruth is a scientist at the Met Office and has been using iris to perform major parts of her scientific work for many years.

She has made many valuable contributions to iris, and has also made major contributions to providing sage advise and support to other fellow iris users within the Met Office - unfortunately there is not an easy way to share evidence of this to third parties outside the Met Office, but hopefully other Met Office based core devs can testify to this.

I think making Ruth a core dev is very well deserved and well overdue.
