Iris 1.13.0 release

We have decided to release Iris version 1.13 next week.
Originally we were expecting the next release to be version 2.0 (which would include the recent work on dask). However, there is still quite a bit of work to do for 2.0 and there are users that need the changes that have been added to master so we are going to release these changes as 1.13.
We are hoping to make the 1.13 release on Tuesday afternoon so if there is a PR you would like to be included in this release, add the v1.13.0 milestone to ensure it gets merged.
I will only cut the 1.13 branch on Tuesday so for now you can just target master.
