iris 1.12

hi all

i'm prepping iris 1.12

I've just cut the 1.12.x branch, there is a 1.12 milestone.  Please ensure that issues and PRs desired for this release are linked to this milestone.  There will be discussion about scope and some tickets may be removed to enable the release to be cut.

please consider the 1.11.x branch closed for further commits

we need some feedback on API additions around structured load so I'm going to cut an RC0 which isn't quite a release candidate so won't be listed under releases

Outstanding issues are now resolved, and we have now defined iris 1.12.0 release candidate #1
