Dear Sir,
My team is developing a metrics driven tool in java, I am looking
forward to get more reviews on the tool development, suggestions for
its improvement. Somebody could please help me where should i put
description of my project and get reviews from the people working on
java.

What kind of reviews are you looking for?
Just putting a description of the project might not get much help. If it's help with programming issues you can post you questions on the numerous forums and mailing lists that exist for Java.
As far as the tool is concerned, try to find an open source project that does something similar. You might find it useful to communicate with them.
Also remember, help is a two way street. People will be more willing to help if you put in the time to answer questions as well as ask them.
