The amount of spam received by the scintilla-interest and
scite-interest mailing lists has increased recently with a common
pattern of pushing ways to download or use commercial media or software
without paying. The messages are received after a subscription request
from a reasonable-looking address so this is more complex than simply
transmitting spam.
When a message appears,
its easy to reject that user as well but its not possible to easily
determine that a new subscription request is well-intentioned.
Therefore, new subscribers may not be authorized in a timely manner.
