Rubyplot for GSoC 2020

Dear Sameer,

I wanted to start the discussion regarding Rubyplot being a potential project for GSoC 2020. I think these are the advancements that can be included in the project:

* Adding 3D plotting

* Adding interactive plotting

* Adding image processing functionality

Please let me know your thoughts so that we can add it as a project if feasible.

Thanks for noting it down. It would be definitely useful to track the project progress.

It would be helpful if you provide bit explanation (or your thoughts how it can be done) for each advancement and update the GSoC Idea page accordingly.
