Please cut a new release for rb-gsl

Hi maintainers,

The rb-gsl gem has not been touched in 4 years and needs some fixes for Ruby 3 compatibility and a new release.

The pull request updates rb-gsl for Ruby 3 compatibility; I’ve been using it for my own projects for quite some time now without issue.

Tagging a new release on RubyGems and GitHub will ensure that downstream packagers and Ruby projects that depend on rb-gsl can easily support the new version.
