deliver_scmp fuction in dispatcher

hi
i have a question. what does deliver_scmp function do ? because when i sent a scmp packet to remote host, send_scmp_echo_reply function would send a reply scmp packet to client. so i do not know what it does ? can anybody explain it to me ?
