Scio 0.11.8 Released

Hi all,

We're pleased to announce the release of Scio 0.11.8. This release contains mostly small dependency bumps and bugfixes, and uses the same Beam version, 2.38.0, as the previous release. It also contains a fix to make Tuple and Scala collection Coders work with the Dataflow V2 Runner.
