This feature was in older SciTE (e.g. 3.6.7) but disappeared somehow. I use it practically for all my abbreviations and I couldn't live without it. I very frequently select some text, press Ctrl+Shift+R, write if and the selection is wrapped to an if-block and the caret is placed to if (|).

This was most likely caused by [#2275]. You should check that your patch doesn't unfix any of that.
