He is talking about Steere's imaginary kind of Lyme (even SmithKline
thinks
Steere's kind of Lyme is imaginary). This is how they literally

and as is the case of Eugene Shapiro at Yale, he said under oath
during the Jones
harassment case, that he's "never seen a case of neurologic Lyme."

That's because they redefined "Lyme disease" as only a knee at
Dearborn.
