New Scikit-HEP addition: cabinetry

Hi everyone,

I am happy to share that cabinetry is now a part of Scikit-HEP:
https://github.com/scikit-hep/cabinetry

cabinetry is a library that can be used to construct statistical models
in the HistFactory format used by pyhf. It also provides utilities to
perform inference and visualize results. To achieve this, cabinetry
makes heavy use of the Scikit-HEP ecosystem, and pyhf in particular.
