Is it possible to make ANFIS model using this library?

Yes, it should be possible to construct an ANFIS model. I read the original conference proceedings paper, and the fuzzy logic side of ANFIS isn’t very complicated. The structure for that (implication, etc.) is present here.

scikit-fuzzy does not itself include the neural network side of things. There are several other packages available in the scientific Python landscape which are great at neural nets, including scikit-learn and others some of which are listed here: https://wiki.python.org/moin/PythonForArtificialIntelligence

Combining these with scikit-fuzzy should get you very close to an ANFIS implementation with very little effort. If you do this and feel strongly it should be included in the library, please feel free to contribute your changes back! PRs are always welcome.
