A stretch goal is just that - a goal above and beyond your initial goal, where those additional funds will do something extra. Once you hit your initial goal, you get all funds beyond that (this is why I had avocated early on for a 'funding unlocked' strategy) and the stretch goals are for additional work you can achieve. So, it's something to shoot for, and provide a goal as motivation for getting there.
It's not required, but for folk who are getting close to their goal, it's something to think about. Although, the Experiment folk can tell me if I'm wrong about this - not sure you can add stretch goals mid-stream or not (or can you?)
