I am Nitin Kumar Dhiman, Scientist 'D' working in Centre for AI and Robotics (CAIR), Bangalore. This mail is to bring to your kind notice the worry I share about accommodation allotted to me. I am staying in Scientist Hostel (SH) from last nine years. This meager accommodation is not sufficient for staying with family especially when staying with dependent mother. SH lacks lifts, because of which elders find it very difficult to climb the top floor. It become embarrassing for the residents in the case any guests visits us without a prior notice. Even the availability of guest house is a huge concern in DRDO Township, Bangalore.
I am eligible for Type-V accommodation since 2012 and is eligible for Type-IV accommodation since date of joining DRDO in 2005. My waiting list number for Type V accommodation is 184 and same is 182 for Type IV accommodation. This can be easily verified by downloading Accomodation-waiting-lists from EMU website 'http://www.emurndbangalore.com/view_accomadation.php' . A positive estimate of the number of quarters allotted per month are two for each of the category. It will take me at least seven more years before I get allotted a Type IV quarter! This allotment will happen 17 years after the date I acquired eligibility for this type of accommodation. I feel injustice done to me in compensation offered for my work.
I have done a survey of the number of Type IV and Type V quarters, and found the number of quarters to be less then even 50% of the eligible strength. As per seniority list available on DRONA (dated July 2012), there were approximately 580 Scientist B & C and 800 Scientist D & E & F & G & H. There must be many more additions to the list as of today. There are many Technical Officers as well which gets added to this list every year. There are only 336 D-type quarters and less than 400 E-type quarters (excluding ADA E-type in DRDO Township, Phase-2). Out of these total accommodation, a significant number of E-type quarters are reserved for the officers from the Armed Service. It is well evident that there are insufficient numbers of quarters available for the allotment for the Scientists.
It is often argued with us that we should take a house on rent outside in the city. Dear Madam and Sir, it is financially very difficult to rent an accommodation in a city like Bangalore. The HRA offered to me is approximately rupees eleven thousand only. In this cost, I will barely get a decent 1BHK accommodation outside. A 2BHK and 3 BHK commands a monthly rent of at least sixteen thousand per month and twenty thousand per month respectively. These figure are not any lavish enclave, it is the minimum. One will need to spend at least additional four to seven thousand per month in water and other maintenance charges. My financial commitments do not permit me to spent such a amount monthly on housing. It is extremely difficult for a Scientist to get accommodation in a way that respects their dignity, including their privacy, security and comfort.
I have a problem with allotment rules as well. The seniority in waiting list of Type IV quarters is created based on Date-of-Joining in DRDO, not on the based of acquiring eligibility. This rule should be modified to assign seniority based on date-of-acquiring eligibility-grade-pay. This was proposed in Sixth Pay Commission Recommendations as well. This modification in rules will bring this in line of the existing rules for allotting Type V which is according to date-of-acquiring-grade-pay.
I propose two solution to solve this problem. The immediate solution to this problem is to provide leased accommodation equivalent to the entitlement of the officer. This is followed in ADA. The long term solution can be to construct proper accommodation (Enough land is available in DRDO Township Phase-2). Further I would like to suggest to construct high rise building instead of 3-5 floor building.
If the rules or sanctions do not allow for fresh construction, amendments should be made so as to cater for urgent need of proper and suitable accommodation for DRDO Officers. I have been told that CDA have objected to the proposal of constructing new building as SH may become vacant.
Respected Madam and Sir, is dignity of a DRDS Cadre officer have no worth? We hope to raise our family in proper residences. I feel I am not able to fulfill this need of my family.
I request you to look into the matter urgently and do the needful.
