And will be for as long as there are independent nations on Earth.
The United States wants flags and footprints that will create the most
jobs and votes, sustainability and cost be damned. It spends more on
space than everyone else combined, but much of it is wasted in hugely
inefficient bureaucracies (*cough* Marshall *cough*) and Congressional
earmarks.
Russia just wants to be relevant again, but isn't. Hence the endless
parade of grandiose space projects that get a lot of fanfare but
little credibility and even less funding. (This week: deflecting an
asteroid that is going to miss Earth anyway! Hooray, we're saved! Oh,
wait...)
China wants to prove that it's one of today's world leaders by doing
what Russia and the United States did 50 years ago, and doing it at a
glacial pace.
Europe has to wait on 18 nations to agree on it before they can do
anything, dooming it to being an also-ran in pretty much every field.
(And most of the "we need a WORLD SPACE AGENCY" demand seems to be
originating in Europe, go figure.)
Japan has impressive visions of future space technology, but never
seems to fund anything more than small experiments.

...Considering what Japanese industry - both legit and yakuza - make
per year in profit, it would be logical to throw honor to the Four
Winds and seek their financial support in the name of restoring Nippon
in the eyes of Amaterasu and the Glory of the Emperor. Space is the
new target of conquest, and the best way to get an advantage upon the
Chinese and especially the NKVA. And on top of all that, just charge
ever cosplayer at the Harajuku $50 usd to prance around and party the
whole night, and turn the proceeds over to JAXA.

You should team up with the UN Office for Outer Space Affairs in Vienna.
They're a little bit more established (history back to 1958) and are
already doing a lot of the things you want to do.
