Looks like the usual Government penchant for creating umbrella
organisations to make it look as if they're doing something.

I still like the founding charter of the British Interplanetary Society,
where they stated that the organization would never try to actually
build a spaceship.

Do you recall Benny Hill doing a skit about UK Space Program. Two hot
chicks in the rocket and he wants to give them a ride. It was a Mr.
Fred Scuttle interview as I recall.

Interviewer: Will this rocket fly?

Fred Scuttle: No, but these two mad birds don't know that!
