Although there may have been isolated instances where the criminal

servants malfeasance/dereliction of duties, and/or in collusion with

provide access to certain information; authorizing certain persons to
issue subpoenas to obtain such information; establishing a penalty
for
committing the crime of stalking with the use of the Internet or
electronic mail; prohibiting the use or attempted use of a computer,
network or system to lure children under certain circumstances and
providing that such an offense constitutes a sexual offense for the
purpose of certain statutes pertaining to sex offenders; making
various changes concerning the sale of tobacco products or alcoholic
beverages to minors through the use of the Internet; increasing the
penalty for certain unlawful uses of encryption; making various
changes concerning the crime of annoying or molesting a minor;
requiring that certain conditions of probation and parole be imposed
upon certain offenders; providing penalties; and providing other
matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. Chapter 193 of NRS is hereby amended by adding thereto
a
new section to read as follows:
1. A provider of Internet service who violates the provisions of
18
U.S.C. § 2703, as that section existed on the effective date of this
act, is
guilty of a misdemeanor and shall be punished by a fine of not less
than
$50 or more than $500 for each violation.
2. In investigating criminal activity that involves or may
involve
the
use of a computer, the attorney general, a district attorney, the
sheriff of
any county in this state, the head of any organized police
department
of
any municipality in this state, the head of any department of this
state
engaged in the enforcement of any criminal law of this state and any
sheriff or chief of police of a municipality may, if there is
reasonable
cause to believe that an individual subscriber or customer of a
provider
of Internet service has committed an offense through the use of the
services of the provider of Internet service that is punishable as a
felony,
issue a subpoena to carry out the procedure set forth in 18 U.S.C. §
2703, as that section existed on the effective date of this act, to
compel
the provider of Internet service to provide information concerning
the
individual subscriber or customer that the provider of Internet
service is
required to disclose pursuant to 18 U.S.C. § 2703, as that section
existed
on the effective date of this act.
3. If a person who has been issued a subpoena pursuant to
subsection 2 refuses to produce any information that the subpoena
requires, the person who issued the subpoena may apply to the
district
court for the judicial district in which the investigation is being
carried
out for the enforcement of the subpoena in the manner provided by
law
for the enforcement of a subpoena in a civil action.
4. As used in this section, "provider of Internet service" has
the
meaning ascribed to it in NRS 205.4758, but does not include a
public
library when it is engaged in providing access to the Internet.
Sec. 2. NRS 200.571 is hereby amended to read as follows:
200.571 1. A person is guilty of harassment if:
(a) Without lawful authority, the person knowingly threatens:
(1) To cause bodily injury in the future to the person
threatened
or to
any other person;
(2) To cause physical damage to the property of another person;
(3) To subject the person threatened or any other person to
physical
confinement or restraint; or
(4) To do any act which is intended to substantially harm the
person
threatened or any other person with respect to his physical or
mental
health or safety; and
(b) The person by words or conduct places the person receiving the
threat in reasonable fear that the threat will be carried out.
2. Except where the provisions of subsection 2 or 3 of NRS
200.575
are applicable, a person who is guilty of harassment:
(a) For the first offense, is guilty of a misdemeanor.
(b) For the second or any subsequent offense, is guilty of a gross
misdemeanor.
3. The penalties provided in this section do not preclude the
victim
from seeking any other legal remedy available.
Sec. 3. NRS 200.575 is hereby amended to read as follows:
200.575 1. A person who, without lawful authority, willfully or
maliciously engages in a course of conduct that would cause a
reasonable
person to feel terrorized, frightened, intimidated or harassed, and
that
actually causes the victim to feel terrorized, frightened,
intimidated or
harassed, commits the crime of stalking. Except where the provisions
of
subsection 2 or 3 are applicable, a person who commits the crime of
stalking:
(a) For the first offense, is guilty of a misdemeanor.
(b) For any subsequent offense, is guilty of a gross misdemeanor.
2. A person who:
(a) Commits the crime of stalking and in conjunction therewith
threatens the person with the intent to cause him to be placed in
reasonable
fear of death or substantial bodily harm;
(b) Commits the crime of stalking on his spouse while a proceeding
for
the dissolution of their marriage is pending for which he has actual
or legal
notice or within 6 months after entry of the final decree of
dissolution; or
(c) Commits the crime of stalking on a person with whom he has a
child
in common while a proceeding for the custody of that child is
pending
for
which he has actual or legal notice,
commits the crime of aggravated stalking.
3. A person who commits the crime of stalking with the use of an
Internet or network site or electronic mail or any other similar
means of
communication to publish, display or distribute information in a
manner
that substantially increases the risk of harm or violence to the
victim
shall be punished for a category C felony as provided in NRS
193.130.
4. A person who commits the crime of aggravated stalking shall be
punished:
(a) If he commits the crime set forth in paragraph (a) of
subsection 2,
for a category B felony by imprisonment in the state prison for a
minimum
term of not less than 2 years and a maximum term of not more than 15
years, and may be further punished by a fine of not more than
$5,000.
(b) If he commits the crime set forth in paragraph (b) or (c) of
subsection 2:
(1) For the first offense, for a gross misdemeanor.
(2) For the second and any subsequent offense, for a category B
felony by imprisonment in the state prison for a minimum term of not
less
than 2 years and a maximum term of not more than 15 years, and may
be
further punished by a fine of not more than $5,000.
[4.] 5. Except as otherwise provided in subsection 2 of NRS
200.571,
a criminal penalty provided for in this section may be imposed in
addition
to any penalty that may be imposed for any other criminal offense
arising
from the same conduct or for any contempt of court arising from the
same
conduct.
[5.] 6. The penalties provided in this section do not preclude
the
victim from seeking any other legal remedy available.
[6.] 7. As used in this section:
(a) "Course of conduct" means a pattern of conduct which consists
of a
series of acts over time that evidences a continuity of purpose
directed at a
specific person.
(b) "Internet or network site" means any identifiable site on the
Internet or on a network. The term includes, without limitation:
(1) A website or other similar site on the World Wide Web;
(2) A site that is identifiable through a Uniform Resource
Location;
(3) A site on a network that is owned, operated, administered or
controlled by a provider of Internet service;
(4) An electronic bulletin board;
(5) A list server;
(6) A newsgroup; or
(7) A chat room.
(c) "Network" has the meaning ascribed to it in NRS 205.4745.
(d) "Provider of Internet service" has the meaning ascribed to it
in
NRS 205.4758.
(e) "Without lawful authority" includes acts which are initiated
or
continued without the victim's consent. The term does not include
acts
which are otherwise protected or authorized by constitutional or
statutory
law, regulation or order of a court of competent jurisdiction,
including, but
not limited to:
(1) Picketing which occurs during a strike, work stoppage or any
other labor dispute.
(2) The activities of a reporter, photographer, cameraman or
other
person while gathering information for communication to the public
if
that
person is employed or engaged by or has contracted with a newspaper,
periodical, press association or radio or television station and is
acting
solely within that professional capacity.
(3) The activities of a person that are carried out in the
normal
course
of his lawful employment.
(4) Any activities carried out in the exercise of the
constitutionally
protected rights of freedom of speech and assembly.

You know I asked her over the years to leave me out of her Global
awareness campaign and she has refused.
I told her I wasn't going to be a party to any class action with her
years ago.
I asked her the other day to leave my name out of her paper especially
if she was going to gain finacially by using my name.
I told her I was not going to be subordinated by her, nor made
obsequious by her.
So now that she has 'added' my name to her cybercriminal list, it

Sheesh, Linda. If you are going to ascribe such an exciting life to me at

Interestingly, my regular newsfeed has apparently realized that Linda's
posts are, uh, undesirable and is not including most of them on my news
downloads. (Yes, I have most of her nyms filtered but it is a 'mark as
read' filter so I can find them when she is quoted as writing something
particularly nasty) When I saw this quoted I had to use my alternate
newsfeed to find it.
BTW, Linda, you never did answer why it is that an 'innocent victim' (a
wholesome apple pie baking all-American mom) would engage in the
classically stalkerish and harassing behavior of searching out people's

wanting to throw him off of sky scrapers in Orange County. He as a
real head case, and apparently still is a head case. He threatened
my life, my daughter's life, my 3 year old grand daughters life, my
daughter's husbands life [for calling him a baby killer] and when I
last spoke to him in 95 he claimed to have seen my father on some on
ramp or off ramp and hd the urge to run him off the road.
He is a scary dude, and has taken way too many helicoptor rides, and
so has his friend the one who sent me the VW photo via email...... I
didn't ask him to send it, but that is the type of man he was/is. I
haven't had anything to do with those idiots in over a decade now. So
his driving down my road is just another one of his intimidation
things.
I did the right thing by walking away from those types years ago. I
had a hard time walking away from them because the VW email sender had
grown up with the deceased and the deceased had known him since he was
an 8 year old.
The recent letter i found was to be given to him, should he try to
contact me again.
He wrote me a letter years ago and I wrote a letter that I was going
to hand to him if he ever showed up here.
He has lost many friends over the years, because his thought process
is whacked out and noone wants anything to do with him.
I want nothing to do with him because of his behavior and just because
he held a good job, doesn't make him ok, alright in the head or any
other glorious definition that people assign to others based on their
educations, job titles, or professional organizations.

He isn't just yanking my chain, and he isn't the plumber.
I don't know how or why Chris got mixed up in this assualt but he is
the one who told me he was Two Steps, not the plumber.
If he has photos they were taken without my knowledge and the act
which he is speaking about was without consent.
The letter I found from 95, ws written in case the vw emailer showed
up on my property. It names the first name of the exes sister, and
what her 'intentions' were back then, including having me imprisoned.
According to her own sister she was an inpatient at the local va psych
ward.
They have joined forces.
They hate the psych community, in fact the ex combat ptsd person was
scared to death of being picked up and taken into drug rehab back in
1989 down south.
As I have never worked for the Feds, their assault is purely
vindictive and based on the delusions of a wacka who is also an ex
addict.
I want to see the pics, to identify whether or not it is me in the
phote and where the photo was taken. I think they think they can get
off of being convicted of a crime based on their psych dx. through the
VA. I know that if that is the case, only two of them can use that
defense. The other three who are involved, don't have a psych dx. The
RN has a criminal record for robbery in northern calif.
The vw emailer has lost jobs because of his addictions.
It is the case that I filed a police report years ago, because of a
message he left on my answering machine about having a sick horse. I
had no clue he was still int he vicinty.
You may be asking yourself why he would have others out my address. I
think it is because he and the RN think they are clever enough to get
away with this crap by using others, and then twisting the blame onto
those persons who joined into their assualt on my character.
The RN claims to be in MENSA. I have known her for years through the
deceased old friend the VW emailer.
They truly were out of sight and out of mind, or I would have
recognized them long ago. As it was when they began acting like they
were stalking the man in the Green Trailer, I panicked and sent him a
letter via pony express letting him know that one of my harassers was
in his area. And he moved out of Dodge.

The only thing I can think of about Chris being involved or came to
become involved is:
1. He has family in Tulare County.
2. The Queen of England has family in Tulare County and the man she
was seeing prior to marrying my ex combat ptsd wacka, has a daughter
named Wendy. Wendy moved in with the Queen after her father and her
step mother who worked in Corrections in Galt split up and he turned
his ex into her dept. for marrying an ex convict. They went after
their father Mike in an attempt to drive him insane by electronically
harassing him, and gaslighting him because he wouldn't allow his
daugther to move in with the Queen who wanted a girl child because she
only had boys.
3. The Queen has many gay and lesbian friends because her old boss at
the Clovis Pet Motel where she worked as a dog bather, was gay.
4. Chris is gay, and a political activist for the gay movement,
including approving what music, movies, tv shows and books can be
read.
5. He not only told me the plumber was Two Steps, but he also told me
in person, that 'I wasn't privy to what was going on behind the
scenes', which leads me to believe that he has been in on this whole
thing for quite some time.

He may not know the RN, but she reads a lot of Stephen King Novels.
Sad but true.....Or at least for me it is a sad and depressing thing
because in my mind their actions were totally unnecessary as I had cut
them out of my life.
The plumber wsn't the only one to open Pandora's box, I am also at
fault for telephoning the VW emailer to find out what the RN had tried
to rob from the store.
The person who told me that, didn't know, and I being the Leo that I
am, got curious and it killed the cat or made it worse.
