OVERALL RATIONALE

The need for a reorganization of the sci.psychology hierarchy
has become apparent recently, as traffic has steadily
increased since its inception and the signal-to-noise ratio
has become unbearable for those who are truly interested in
the scientific discussion of the ever-expanding field of
psychology. All too often recently, sci.psychology is used
as a dumping ground for current events that may or may not
have any relevance to the field of psychology. Often people
do not differentiate between sociology and psychology, further
complicating the matter. Since sci.psychology is one of the
older science newsgroups, it has no charter specifying
appropriate content. Kill files are no longer useful in this
high-volume newsgroup.

INDIVIDUAL RATIONALE & CHARTERS

Name: sci.psychology.misc (replaces sci.psychology)
Description: General discussion of psychology.

Rationale: This renaming is taking place based upon the
usual practice of moving a general group to a
similarly-named *.misc group, as suggested by
group-advice.

Charter: This newsgroup will take the place of the current
catch-all newsgroup for topics related to the
scientific discussion of psychology. This would
be the appropriate newsgroup for the discussion
of any psychology topics that do not fall into
any of the below proposed new newsgroups which do
not pass a final vote. No advertising whatsoever,
commercial or personal, is permitted on this
newsgroup. Appropriate topics for this newsgroup
would be anything having to do with the discussion
of psychology; inappropriate topics would be
any "hot" topic that happens to have a passing
association with psychology (eg.- the recent debate
on slavery & racism), but whose subject is better
covered by other newsgroups. All discussions should
seek to enlighten, inform, or question current
scientific thinking within psychology.

It is also proposed that sci.psychology be
removed after a 3-month period (to give people
time to switch over) if the proposed group passes.

--------------------
Name: sci.psychology.journals.psycoloquy (moderated, replaces
sci.psychology.digest)
Description: Psycoloquy, a refereed e-journal with open peer commentary.

Rationale: The new, proposed sub-hierarchy, sci.psychology.journals.*
would be created under this proposal, to allow for the
distribution of refereed electronic journals in the field
of psychology. This group would take the place of the
existing newsgroup in order to fit within the new
organizational structure of the hierarchy. Psycoloquy
is one of the older and more established refereed
e-journals on the Internet and is available through
it's current outlet of sci.psychology.digest. The reason
it is proposed that each refereed e-journal have it's own
newsgroup in which to distribute is to allow for each
journal's board of directors and editors to control the
content and interactivity of the newsgroup, based upon
moderation. This would not be possible in a catch-all
newsgroup for all journals. Also, it is to make the
clear distinction between a refereed journal and other,
unrefereed publications in psychology.

Charter: The existing newsgroup would be renamed under this
proposal. The old newsgroup (sci.psychology.digest)
will be aliased for at least 2 years to the new newsgroup
(sci.psychology.journals.psycoloquy).

(From the Psycoloquy FAQ:)
PSYCOLOQUY is a refereed electronic journal
(ISSN 1055-0143) sponsored on an experimental basis by
the American Psychological Association and currently
estimated to reach a readership of 40,000. PSYCOLOQUY
publishes brief reports of new ideas and findings on
which the author wishes to solicit rapid peer feedback,
international and interdisciplinary ("Scholarly Skywriting"),
in all areas of psychology and its related fields
(biobehavioral science, cognitive science, neuroscience,
social science, etc.). All contributions are refereed.
PSYCOLOQUY also publishes multiple reviews of books in any
of the above fields.

Authors of accepted manuscripts assign to PSYCOLOQUY the
right to publish and distribute their text electronically
and to archive and make it permanently retrievable
electronically, but they retain the copyright, and after
it has appeared in PSYCOLOQUY authors may republish their
text in any way they wish -- electronic or print -- as
long as they clearly acknowledge PSYCOLOQUY as its original
locus of publication. However, except in very special cases,
agreed upon in advance, contributions that have already been
published or are being considered for publication elsewhere
are not eligible to be considered for publication in
PSYCOLOQUY.

Please submit all material to ps...@pucc.bitnet or
ps...@pucc.princeton.edu. Anonymous ftp archive is

Moderator / Editor: Stevan Harnad (ps...@pucc.princeton.edu)

--------------------
Name: sci.psychology.announce (moderated)
Description: Psychology-related announcements.

Rationale: To allow for the easy and accessible distribution
of information that may be of value to psychology
researchers, professionals, advocates, and consumers.
Presently, such information is contained in a hodge-
podge of newsgroups and no single newsgroup contains
all psychology-related announcements. This would make
finding such information available through newsgroups much
easier and quicker.

Charter: This newsgroup is for the posting and
distribution of announcements of conferences,
workshops, job vacancies, and other materials that
would be of interest to professionals, academics and
consumers in the field of psychology.

Moderator: John M. Grohol (gro...@alpha.acast.nova.edu)

--------------------
Name: sci.psychology.consciousness (moderated)
Description: Academic discussion of the nature of consciousness.

Rationale: The purpose of this proposed newsgroup is to
bring the discussion found on a burgeoning mailing
list to an easier-to-user format and interface.
The mailing list currently has over 900 subscribers
and the volume of mail every day has made it very
difficult to keep and follow discussions.

Charter: This newsgroup is for academic discussion of
the nature of consciousness and its relation to
the brain. While centered in the area of
psychology, relevant perspectives may be afforded
from related disciplines including but not limited
to philosophy, cognitive science, neuroscience,
artificial intelligence and anthropology. The
newsgroup will be gatewayed with the mailing list,
PSYCHE-D.

Moderator: Patrick Wilken (patr...@bruce.cs.monash.edu.au)

--------------------
Name: sci.psychology.journals.psyche (moderated)
Description: Psyche, a refereed e-journal on the study of consciousness.

Rationale: In keeping with the proposed sci.psychology.journals.*
hierarchy, this newsgroup would be created to allow
for the publication and distribution of the refereed
electronic journal, Psyche. This is in keeping by the
precedent set by Psycoloquy and sci.psychology.digest.
The PSYCHE-L mailing list currently has over 2800 subscribers.

Charter: (From the Psyche journal FAQ:)
PSYCHE (ISSN: 1039-723X) is a refereed electronic
journal dedicated to supporting the interdisciplinary
exploration of the nature of consciousness and its relation
to the brain. PSYCHE publishes material relevant to that
exploration from the perspectives afforded by the disciplines
of Cognitive Science, Philosophy, Psychology, Physics,
Neuroscience, Artificial Intelligence and Anthropology.
Interdisciplinary discussions are particularly encouraged.

PSYCHE publishes a large variety of articles and reports for
a diverse academic audience, published as necessary. As an
electronic journal, the usual space limitations of print
journals do not apply; however, the editors request that
potential authors do not attempt to abuse the medium.
PSYCHE also publishes a hard-copy version simultaneously with
the electronic version. Long articles published in the
electronic version may be abbreviated, synopsized or
eliminated from the hardcopy version.

The journal publishes from time to time all of the following
varieties of articles. Many of these (as indicated below)
are peer reviewed; all of them are reviewed by editorial staff.
(a) Research Articles report original research by the
author(s). Articles may be either purely theoretical
or experimental or some combination of the two.
Articles of special interest occasionally will be
followed by a selection of peer commentaries. Peer
reviewed. (b) Survey Articles report the state of the art in
some area(s) of research. These may be done in the form
of a literature review or annotated bibliography.
More ambitious surveys will be peer reviewed.
(c) Discussion Notes critique previous research (Peer reviewed).
(d) Tutorials introduce a subject area relevant to the
study of consciousness to non-specialists. (e) Abstracts
summarize the contents of recently published
journal articles, books, and conference proceedings.
(f) Book Reviews give an indication of the contents of
recent books and evaluate their merits as contributions
to research and/or as textbooks. (g) Announcements of
forthcoming conferences, paper submission deadlines, etc.
(h) Advertisements of immediate interest to our audience
will be published: grants available; positions available;
journal contents; proposals for joint research; etc.

Unsolicited submissions of original works within any of
the above categories are welcome. Prospective authors should
send articles directly to the Executive Editor. In the event
that an article needs to be modified for publication the author
will be responsible for making any alterations requested by the
editors. When submitting articles, authors should first
read the FAQ.

Moderator / Editor: Patrick Wilken (patr...@bruce.cs.monash.edu.au)

--------------------
Name: sci.psychology.journals.misc (moderated)
Description: Unrefereed psychology journals & publications.

Rationale: In keeping with the proposed sci.psychology.journals.*
hierarchy, this newsgroup would be created to allow
for the publication and distribution of the unrefereed
electronic journals and newsletters of interest to the
scientific psychological community.

Charter: This newsgroup is for the distribution of
unrefereed electronic psychology journals,
professional publications, and discussions thereof.
This newsgroup would be for the distribution of
only non-refereed e-journals, psychology-related
newsletters, periodic postings, and other
information sources or digests that may be of
interest to researchers, clinicians, and others
in the field of psychology.

Moderator: Al Black (a...@debra.dgbt.doc.ca)

--------------------
Name: sci.psychology.marketplace (moderated)
Description: Psychology-related items for sale.

Rationale: To allow for one easy-to-access newsgroup to
act as a clearinghouse for new, old or unwanted
psychology equipment. This would help reduce
traffic on the sci.psychology.misc newsgroup,
improving the overall signal-to-noise ratio of
that newsgroup. It also follows the group-advice
precedent in its naming, where "for sale" newsgroups
have been created in other hierarchies to allow for
easier access to those items by professionals in
their particular fields.

Charter: This newsgroup is for the discussion and posting
of all for-sale items relating to psychology.
Articles can be of a commercial or noncommercial
nature, from private individuals or businesses,
however they must be directly relevant to the field of
psychology, mental health, or the social sciences.
Appropriate postings might be individuals selling
relaxation audiotapes, biofeedback equipment,
laboratory equipment, or an organization advertising
a workshop; inappropriate topics might be lawyers
selling immigrant legal services, individuals selling
any type of pyramid schemes, etc. Moderation will be
used in a very loose context, to ensure that off-topic
articles are not posted to this newsgroup (eg.- anything
not directly related to psychology).

Interim Moderator: John M. Grohol (gro...@alpha.acast.nova.edu)
(If you would be interested in this position, please
contact John M. Grohol.)

--------------------
Name: sci.psychology.personality
Description: All personality systems & measurement.

Rationale: To create a discussion area that moves scientific
discussion of personality systems from the general
newsgroup, sci.psychology, as well as the lay-person
newsgroup, alt.psychology.personality, to one group.
Although it does not seek to remove alt.psychology.
personality, it is suggested that this newsgroup
would supersede it.

Charter: This newsgroup is for the discussion of all
personality systems and measurement in
psychology. Examples of appropriate topics
for this newsgroup might be discussion of
the psychodynamic conceptualization of
personality, Dollard & Miller, the PAI-2,
the MBTI, the MMPI-2, etc. This newsgroup
would encourage discussion not only on
personality systems, but also on personality
disorders, as well as healthy personality systems.

--------------------
Name: sci.psychology.psychotherapy
Description: Practice of psychotherapy.

Rationale: To allow for discussions from some of the
InterPsych mailing lists (such as psycho-therapy),
which have a very large volume and a subscription
base of over 500 professionals. This would also
give professionals a place to directly interact and
answer questions from consumers of mental health,
much like the sci.med.psychobiology newsgroup does
for psychotropic medications.

Charter: This newsgroup is for the discussion of all
different modalities of psychotherapy,
their efficacy, and their acceptance within
the scientific psychology community.
Future newsgroups, as needed, may be proposed
to subdivide this topic into more specific areas,
such as sci.psychology.practice.behavioral.
Examples of appropriate topics for this
newsgroup might be discussion of techniques
used in IPT, cognitive-behavioral therapy,
RET, client-centered therapy, etc. Ethical
issues in practice as well as specific
psychological techniques may also be discussed.

--------------------
Name: sci.psychology.theory
Description: Theories of psychology & behavior.

Rationale: To allow for discussions from some of the
InterPsych mailing lists, which have a very
large volume of mail (making individual threads
difficult - if not impossible - to follow
and contribute to) and a subscription base of
over 500 professionals. This would allow
theorists in psychology a better place to
have discussions and debate their theories,
much as researchers currently have with
sci.psychology.research.

Charter: This newsgroup is for the discussion of all
scientific theories in psychology. Often
individuals discuss techniques or research in
psychology without a place to discuss the
often-complicated (and therefore difficult
to understand without discussion) theories that
underly specific techniques or research.
Future newsgroups, as needed, may be proposed to
subdivide this topic into more specific areas,
such as sci.psychology.theory.psychodynamic.
Examples of appropriate topics for this newsgroup
might be discussion of Beck's cognitive
theory of depression, Ellis's RET model,
the elaboration likelihood model (ELM), etc.
Theories discussed here should be grounded in
the scientific framework of academic psychology.

DISTRIBUTION

This Call For Votes (CFV) has been crossposted to the following newsgroups:

news.announce.newsgroups, news.groups, sci.psychology,
sci.psychology.research, sci.cognitive, alt.psychology.personality,
bit.listserv.psycgrad, sci.philosophy.meta, alt.consciousness

After this Call For Votes appears in <news.announce.newsgroups>, it will
be sent to the following mailing lists:

* InterPsych Psychotherapy-Practice <psychothera...@netcom.com>
* InterPsych Psychotherapy-Research <psychothera...@netcom.com>
* Psycoloquy <ps...@pucc.princeton.edu>
* Psyche Discussion List <psyc...@iris.rfmh.org>

HOW TO VOTE
One vote counted per person, no more than one per account. Attempts at
ballot box stuffing or vote fraud will not be treated lightly.

*** IMPORTANT: _Addresses_ and _votes_ of all voters will be published in
the final voting results list. UVV voting on Usenet is not done by secret
ballot. ***

Erase everything above the top "========" line and erase everything below
the bottom "==========" line. Do not erase anything between these lines.
Do not change the group names. Give your name on the line that asks for
it.

For each group, place either YES, NO, or ABSTAIN in each set of square
brackets next to the group name.

If you vote ABSTAIN on a group, your vote will be registered and will be
shown in the final results posting, but it will not affect the outcome of
the vote on that group. It is intended as a form of symbolic protest,
nothing more.

If you don't want to vote on a particular group, just leave the space
blank. Leaving a box blank is counted as voting ABSTAIN for that group --
it does not affect the outcome of the vote for that group. If you wish to
abstain from all of the groups, please say ABSTAIN. If you leave all of
the groups blank, your vote will be rejected for failure to cast any
votes.

You can also CANCEL your vote, by placing CANCEL in the square brackets
to the left of one or more group names. If you do CANCEL your vote, your
vote will be purged from the active results file, and your name and
address will not be listed in the final results posting.

Don't worry about spacing of the columns or any quote characters (">")
that your reply inserts.

If you later change your mind you may vote again. Only your last valid
vote will count and will be published in the final results posting.

Please note that the only valid values to place in the brackets are
"YES", "NO", "ABSTAIN", or "CANCEL". Do not place anything else in the
brackets -- it will not be counted. Specifically: "X" is not a valid vote.

Then email the ballot to: <vot...@netaxs.com>
Just replying to this message should work, but check the "To:" line.

Quick voting checklist:
1) Fill in the ballot form below. Don't forget to include your Real Name.
2) Delete everything but the ballot in your reply to this CFV.
3) Make sure your reply goes to <vot...@netaxs.com>.

Anything else may be rejected by the automatic vote counting
program. The votetaker will respond to your received ballots with a
personal acknowledgment by mail -- if you do not receive one within
several days, try again. It's your responsibility to make sure your vote
is registered correctly.

After the final results are posted to <news.announce.newgroups>, there
will then be a five-day period during which the published vote list may be
corrected and any irregularities addressed.

OFFICIAL SOURCES OF THE CFV

The only official sources of this CFV are:
* The copy which was crossposted to <news.announce.newgroups>
* Any copies which were sent to mailing lists by the votetaker (and
*only* the votetaker)
* One received from the votetaker's automated mailserver

To obtain a copy of the CFV from the votetaker's mailserver:
* Send email to <gre...@netaxs.com> with

Subject: send psychology cfv

This is an automated function, so it does not matter what
your message body contains, as long as the Subject: line is exactly as
described above.

IMPORTANT: If anyone gave you a pre-completed ballot which did not leave
all of the voting choices up to you, you should modify the votes to
reflect your choice of YES, NO or ABSTAIN on each item in the ballot. If
you give anyone copies of the CFV, the copies must be whole and
unmodified. Distributing pre-filled in ballots or modified copies of this
CFV is considered voting fraud. If this occurs on a large scale or causes
voting problems or irregularities, the vote may be canceled.

When in doubt, ask the votetaker.
