I'm assuming that the PVC-foil that you refer to is what we Americans call
flexible PVC film.
I believe that the solvent adhesive that is used for assembling PVC pipes is
primarily methyl ethyl ketone. If the solvents cause stress cracking
problems, you may want to try something like a non-solvent polyurethane
adhesive. Another option is heat-sealing.

"Solvent welding" PVC requires the use of very strong solvents, e.g. THF
(tetrahydrofuran) or DMF (dimethylformamide). Better results are achieved if
the solvent contains a dissolved resin, one with specific adhesion to the vinyl
surface (PVC, vinyl chloride/vinyl acetate copolymers, polyurethane, etc.).
Weaker solvents (MEK, EtAc, Toluene) will only work if an adhesion promoting
resin is incorporated.
If you want to make the adhesive yourself, try one of the following formulas:
Ucar VYHH (Union Carbide) = 10-20%
MEK = 80-90% (or acetone, ethyl acetate, THF, etc.)
or
Dispercoll 400 (Bayer) = 15-25%
MEK = 75-85% (or acetone, ethyl acetate, THF, etc.)
"VYHH" is a vinyl acetate/vinyl chloride copolymer." Dispercoll 400" is a
thermoplastic polyurethane resin. MEK = methyl ethyl ketone (solvent).
Suitable, commercially available, adhesives are also available from many
companies, e.g.

Of course many other, solvent-free, options are available: heat sealable
waterborne adhesives, epoxies, moisture curing polyurethanes, etc.! Let me know

Hi, sorry to splash in from nowhere (Ijust found this NG)
in case s.o did't mention it yet, just try Cyclohexanone, not
C'hexane.
I used to work in a company, where they make blood lines and other
medical stuff. All their tubing and bags were from PVC and they used
only Cyclohexanone as solvent glue.
HF welding also works fine i.e. to close bags
