First, some background:

My solicition for a replacement moderator for sci.physics.plasma
resulted in two people volunteering:

Serdar Demirkol
Millennium Twain

In the case of Serdar Demirkol, I was very slow to respond at times
(sometimes as long as a week or two) and he probably gave up on me
because I have not heard back from Serdar in some time. In addition, I
did not get a lot of details on those aspects I needed to know to
perform moderation handoff.

In the case of Millennium Twain it doesn't look like the technical
challenges pertaining to processing submissions will be easy to
overcome. M. Twain posts and reads this group via Google Groups rather
than via a Usenet provider that allows NNTP connections - the latter
would allow use of software that must manipulate headers (such as the
removal of extraneous headers and addition of the Approved header to
submitted posts). Plus he would also need an e-mail address to receive
submissions that can be pulled via a protocol like POP (i.e. not a
web-based-only e-mail reader). And even were he using such providers,
his primary machine is a Mac, a machine I would not be able to provide
software support for or any other hand-off assistance. All these factors
would take a non-trivial amount of effort to overcome.

I thank both people for volunteering their services but as indicated I
will be unable to take advantage of their offers.

THEREFORE:
After considering the effort needed to hand off moderation (and the
subsequent ongoing effort that would be expended by a new moderator) and
and comparing it to the benefits of keeping this group moderated, it is
my opinion that the Usenet community would be best served by having this
group de-moderated. The group will continue to exist and user's posts
will be propagated immediately (subject of course to whatever delays or
automatic filters Usenet Service Providers run on their feeds).

NOTE: THIS CHANGE WILL NOT TAKE PLACE UNTIL I HAVE CONVINCED THE
APPROPRIATE PEOPLE TO ISSUE THE PROPER CONTROL MESSAGE AND USENET
PROVIDERS HAVE ACCEPTED AND IMPLEMENTED THE CHANGE.

I will cease moderating this board on January 31, 2007 if my change
request is not accepted. This would mean postings without an "Approved"
header would effectively disappear without being seen by anyone
(essentially all normal posts).

My request to have this group demoderated was explicitly rejected by a
group calling itself the "Big-8 Management Board". They refuse to act on
the request unless they are allowed full control of the fate of this group,
which includes making themselves either the moderators or even removing the
group.

No one in this (admittedly small) community has so far indicated any desire
to see the group removed. And unfortunately, no one with the appropriate
combination of confirmable accredited training (or knowledge) in plasma
physics, computer platform suitable for moderation, or time commitment has
volunteered to take over moderation.

Since I wish to serve what I hope are the best interests of this rather
small group, I must retract the deadline imposed above and will moderate
this group indefinitely.
