Developing Seed Capital for New Ideas
The Small Business Innovation Research (SBIR) program was
established by Congress in 1982 to increase small business
participation in federal research and development. SBIR funding
helps speed the conversion of research into commercial products.
SBIR reviews proposals from small, high-tech firms developing
innovative technologies, then provides research funding to
qualified applicants.
Eleven federal agencies participate in the program,
including the Department of Defense Ballistic Missile Defense
Organization (BMDO). SBIR representatives will be available
during exhibit hours to provide detailed information on what
technologies are eligible for research funding and how to submit
a proposal. Contact the BMDO/SBIR Outreach Coordinator in the
OE/LASE main exhibit area.

This meeting is intended for everyone in holographic/diffractive
optical elements, holographic imagery, and their utilization in
applications of significant variety. Topics for this meeting will
include dynamic/programmable holographic optics and the future,
superposition of multiple optics in a single element, and
suggestions for next year's conference.
Our working group was formed to increase communication among
holographers in different disciplines and different parts of the
world. Mechanisms for this include a newsletter, a directory and
resource guide, and regular meetings to discuss both working
group and technology issues.

Manipulation of Cell Structure and Function with Optical Tweezers
and Optical Scissors
Michael W. Berns, Beckman Laser Institute and Medical Clinic,
Univ. of California/Irvine
Laser microscopes have been built that include both optical
scissors and tweezers. The first manipulation using these
combined optical tools was the creation of hybrid cells through
cell fusion. In this experiment, two myeloma cells were brought
together with the infrared optical tweezers, followed by the
fusion of the two opposing cell membranes with the ultraviolet
laser scissors (366 nm). Chromosomes in living mitotic cells have
been manipulated with a similar system. Segments from the
individual chromosomes were cut with the optical scissors (532
nm) and directed into (or excluded from) specific daughter cells.
The combination of optical scissors and optical tweezers has the
potential for use in a wide variety of cytogenetic manipulations.

Patents and Licensing: How do I Protect my Ideas?

All of the devices and procedures currently utilized in the
practice of laser medicine and surgery have been invented within
the past 20 years by pioneering physicians and equipment
designers. During this period of time, hundreds of related
patents have been issued, granting proper recognition, legal
protection, and sometimes monetary reward to the inventors.
Examples will be given of key medical laser patents on both
devices and methods, as well as some brief case studies of
successful patent holders. Also, the difference between a strong
versus weak patent will be described, along with various
licensing strategies.

noninvasive devices based on near-IR photometry; optical
detection of pathogens and environmental toxins; instrumentation
for early diagnosis of parasitic disease; ruggedized instruments
designed for extreme or special environments; the development of
technological infrastructure for design, maintenance, and
manufacturing in development nations; and specialized
instrumentation for mobile clinics.
Attendee participation in the discussions will be
encouraged.
