1. What is NAVPALIB?

The Navy Public Affairs Library (NAVPALIB) is the Internet
counterpart of the Navy Leadership Policy Bulletin Board (NLPBB).

2. What does it contain?

NAVPALIB contains a wide variety of general-interest,
Navy-related materials, including Navy news, speeches,
Congressional testimony, and much more. Three files in the main
NAVPALIB directory may help you locate what you need:

Index.txt - All files in alphabetical order
Newfiles.txt - All recent files in chronological order
Whatsnew.txt - Annotated listing of important recent files

If there's something you need but cannot find, ask us and we will
try to get it. (See paragraph 8.)

3. How do I access NAVPALIB using the World Wide Web?

The World Wide Web (WWW) provides fast and easy access to the
Navy Public Affairs Library. If your Internet system includes
Netscape, Mosaic, Lynx or another WWW client, you can connect
directly to the NAVPALIB welcome page by specifying this uniform
resource locator (URL):

http://www.navy.mil/navpalib/.www/welcome.html

You can also connect to NAVPALIB through NavyOnLine:

http://www.navy.mil/

4. How do I access NavyOnLine using telnet?

If your Internet service includes telnet but not WWW, you can use
a public-access client at one of several locations. These are
NOT maintained by the Navy and are intended as demonstration
sites rather than for frequent or heavy use. For example, to use
the public lynx client at the University of North Carolina:

(1) Set your terminal emulation to VT100
(2) Telnet to sunsite.unc.edu
(3) When prompted to login, enter lynx
(4) At the welcome screen, press g to go to a specific URL.
(5) When prompted for the URL, enter either of the URLs shown
in paragraph 3 above.

5. How do I access NAVPALIB using FTP?

The file transfer protocol (FTP) is a standard feature on most
Internet systems. To reach the NAVPALIB main directory, use
anonymous FTP to connect to ftp.navy.mil and then change
directory (cd) to pub/navpalib. A typical session to retrieve
the NAVPALIB index and the current issue of the Navy News Service
might include these lines:

$ ftp <-- starts ftp on your system
ftp> open ftp.navy.mil <-- connects to our system
login: anonymous <-- be sure to spell it right!
password: <-- enter your own email address
ftp> cd pub/navpalib <-- moves you to the NAVPALIB area
ftp> dir <-- displays our main directory
ftp> get Index.txt <-- retrieve the NAVPALIB index
ftp> cd news/navnews <-- go to NavNews subdirectory
ftp> get Navnews.txt <-- retrieve latest news
ftp> bye <-- close the connection
$

For help with anonymous FTP, first check with your local help
desk or sysop or host admin. If you still have problems or
questions, please let us know. (See paragraph 8.)

6. How do I access NAVPALIB using email?

If your Internet service is limited to email (for example, an
Internet email gateway on your office LAN), you can use email to
send World Wide Web (WWW) requests and receive WWW responses.
This service is provided by a special program at the European
Laboratory for Particle Physics and is NOT maintained by the
Navy. You send each command as a line in the text of an ordinary
email message to list...@mail.w3.org. The subject line is not
used and may be left blank.

To retrieve detailed instructions about this WWW email service,
put the single word help in the text:

To: list...@mail.w3.org
Subj:
help

To retrieve a file, the command is send URL using the URL for
the file you seek. For example, to retrieve the latest edition
of this fact sheet:

To: list...@mail.w3.org
Subj:
send http://www.navy.mil/navpalib/Readme.txt

Another example, to retrieve the latest issue of the Navy News
Service:

To: list...@mail.w3.org

7. How can I access the NLPBB?

Set your modem to eight data bits, no parity, one stop bit, speed
from 2400B to 14.4KB, and dial DSN 225-6198 or commercial
703-695-6198 or 800-582-2355. NLPBB's lines are on a rotary
system, so you will receive a busy signal only if all lines are
busy. Please use DSN if it is available to you; please use the
area code 703 numbers if you're calling from the Washington DC
area.

8. Who manages NAVPALIB? How can I provide feedback?

The Navy Office of Information (CHINFO) manages NAVPALIB and
NLPBB for the Chief of Naval Operations. We need to hear from
you in order to provide the information and services you need.

NAVPALIB.

original hardware and software for the NLPBB and now also
provides the NAVPALIB email host.
