2ND RFD in us.config to create us.military

A 2nd RFD has been posted to us.config to create a new newsgroup,
us.military. Purpose of the group, according to the proposed charter,
is to discuss "general topics that are universal to, or related to the
joint planning, operations and training of the United States military
services."
