NNS272. Recruiting Command Announces Stand Down
WASHINGTON (NNS) -- The Commander of the Navy's Recruiting
Command called recruiting leadership from around the country to
Washington, D.C. April 18, to discuss mission accomplishment,
professionalism and integrity in response to unrelated allegations
of improper conduct in several recruiting districts.
"Navy recruiters, more than any other Sailor in uniform,
represent the Navy in America's communities," said RADM Marsha
Evans. "They must all display the integrity and professionalism
that is the hallmark of Navy service."
The purpose of the meeting was to reaffirm the command's
commitment to excellence and to the needs of its people, and to
discuss details of a Navy-wide recruiter "stand down" to take place
early next month. Nearly 6,000 recruiters and support personnel
around the country will stop their normal daily routines to focus
on issues of command responsibility, leadership, personal integrity
and communication.
The stand down will also address Recruiting Command
initiatives and ideas to meet the ongoing challenges in recruiting.

Personnel Notes
NNS273. Second Seaman-to-Admiral Board to Convene in September
WASHINGTON (NNS) -- The second Seaman-to-Admiral officer
accession board will meet in September to select 50 outstanding
active duty enlisted members for direct commissions.
The board will meet Sept. 11-22 to choose the 50 selectees and
10 alternates. To be eligible, applicants must be selected for or
serving in paygrade E-5 and above and not have reached their 27th
birthday by Sept. 30, 1995. The age limit ensures that officers
have the opportunity to have a full career without regard to any
statutory age limitation. This requirement is not waiverable.
Following selection, candidates will attend Officer
Candidate School in Pensacola, Fla. After successful completion of
initial sea duty and warfare qualification, officers will attend
the Naval Postgraduate School to receive a bachelor's degree from
the Postgraduate School and a consortium of schools in the
Monterey, Calif., area.
Applications are due July 1, 1995. More information on the

NNS274. Detailers Heading for Middle East, Europe
WASHINGTON (NNS) -- Detailers are heading out to meet with
Sailors stationed throughout the European continent and the Middle
East.
Twenty enlisted detailers will make 13 stops during May 8-27
to provide support for Sailors in the Projected Rotation Date (PRD)
detailing window. Sailors outside the PRD window will be able to
meet with detailers as time permits.
The tentative visit schedule includes stops in Diego Garcia,
May 8; Bahrain, May 9-11; Rota, May 10-14; La Maddalena, May 14-16;
Sigonella, May 14-20; Souda Bay, May 19-20; Bad Aibling and
Augsburg, May 18-21; Naples and Gaeta, May 16-18; Edzell, May
21-24; Harrogate, May 24-25; and London, May 24-26.
An enlisted distribution brief will be presented during their
visits to each location. More information is available from the

NNS275. Benefits for Guantanamo Bay Civilian Evacuees Extended
WASHINGTON (NNS) -- Benefits for civilian employee families
evacuated from Guantanamo Bay, Cuba, were extended by Congress
through September 1995.
The legislation was signed by the President April 10 as part
of a Department of Defense Supplemental Appropriations Bill.
Secretary of the Navy John Dalton was instrumental in pushing for
this funding package. Chief of Naval Operations ADM Mike Boorda
and Chief of Personnel VADM Skip Bowman made personal appeals to
members of Congress to help speed the bill through Congress.
The new funding will be retroactive to March 5, 1995, the date
benefits expired by law. Subsistence Expense Allowance (SEA) will
now be paid through September 1995. Approximately 55 families will
benefit from the legislation.

NNS276. Team Helping to Make Disestablishments Less Painful
WASHINGTON (NNS) -- Enlisted aviation detailers are trying to
make aviation squadron disestablishments easier for Sailors by
living up to the BUPERS motto "We care...we listen...and we will
try to say yes".
Detailers at the Bureau of Naval Personnel conducting
disestablishment conferences for squadrons are using "pre-slating"
as part of the process. "Pre-slating" or pre-negotiating orders is
conducted by command representatives based on commanding officer
priorities and gives Sailors more career choices by opening more
requisitions over a longer time period. The longer period replaces
the older system in which only requisitions at the time of the
disestablishment conference were available for Sailors.
The commander of one of the first squadrons to use the
pre-slating process, CDR John Miller, Commanding Officer of Fighter
Squadron 142, had nothing but praise for the system.
"I can personally assure you that your efforts in making us
the first command to pre-slate ... produced satisfied `Ghostriders'
checking out through my office," said CDR Miller. Your "efforts
prior to and following the decommissioning conference, working the
hard issues and tying up loose ends went well beyond common
practice. I extend the sincere thanks on behalf of all the
Ghostriders."

NNS277. TAR Program Available for Active and Reserve Officers
WASHINGTON (NNS) -- Officers looking for a career in the Naval
Reserves can apply for transfer or redesignation in the Training
and Administration of the Reserve (TAR) community.
TAR officers serve in a balance of operational and reserve
management assignments. Applications are especially encouraged
from Surface Warfare department heads, Special Warfare officers
with platoon commander experience and Special Operations
qualified officers.

NNS278. Career Recruiter Force Board Results Released
WASHINGTON (NNS) -- The Career Recruiter Force (CRF) has
chosen 28 Sailors to join its ranks. The selection criteria the
board focused on were proven recruiting performance with emphasis
on effective leadership, management, counseling and training
abilities.
The CRF is an elite force of volunteer recruiters, whose job
is to recruit men and women for enlisted, officer candidate, and
officer programs in the regular and reserve components of the Navy.
The semiannual Career Recruiter Force board results are
reported in NAVADMIN 076/95.

NNS279. Navy League Award Winners Announced
ARLINGTON, Va. (NNS) -- Navy League of the United States
National President Evan S. Baker has announced the names of the
winners of the Navy Leagues 1995 Professional Excellence Awards.
The awards are presented annually to recognize individuals for
outstanding contributions to the sea services during the
performance of their duty. The 1995 winners -- selected by the
League's National Awards Board, chaired by former SECNAV J. William
Middendorf II -- will be honored at an awards luncheon June 2,
during the May 31 to June 4 Navy League Convention at the Hyatt
Regency Hotel in St. Louis, Mo.
Awards to be presented and the winners follow:
The John Paul Jones Award for Inspirational Leadership: CAPT
Paul X. Rinn, commanding officer, USS Leyte Gulf (CG 55).
The Admiral Claude V. Ricketts Award for Inspirational

NNS281. Fleet Training Group Moving to Mayport
NORFOLK, Va. (NNS) -- The Navy has decided to move the Fleet
Training Group (FTG) from the Naval Base at Guantanamo Bay, Cuba,
to the Naval Station at Mayport, Fla., and to disestablish the
Engineering Training Group (ETG) presently at Guantanamo Bay.
The Navy based the final decision to move the FTG and
disestablish the ETG on a number of factors, including the Navy's
commitment to keep families together and improve the quality of
life for Sailors, to conserve money in an austere fiscal
environment and the future of Guantanamo Bay as a migrant holding
facility. The move to Mayport will also decrease transit time for
ships, which will allow for more training in other areas to
heighten ships' readiness.
The 10 officers and 81 Sailors of the FTG will start their
move to Mayport July 1, 1995, where they will continue to conduct
underway training of the U.S. Atlantic Fleet, U.S. Coast Guard and
foreign navies. ETG Guantanamo will disestablish July 15.
The 11 ETG billets will be reprogrammed into other areas of
fleet concentration, primarily in the Mayport area.

NNS282. U.S. Sixth Fleet Gains New Commander
GAETA, Italy (NNS) -- VADM Joseph W. Prueher was relieved
today as Commander, U.S. Sixth Fleet, and NATO's Naval Striking and
Support Forces Southern Europe by VADM Donald L. Pilling during
ceremonies in Gaeta, Italy.
After departing the Mediterranean and the U.S. Sixth Fleet,
Prueher will be promoted to the grade of Admiral and begin a new
assignment as the Vice Chief of Naval Operations in the Pentagon.
Pilling comes to Sixth Fleet from an assignment as Director for
Programming (N80) on the staff of the Chief of Naval Operations in
Washington, D.C.
