ATHABASKAN needs a tow from refit?

Any idea what's going on here:

It's a lubber's speculation, but it appears to me as if the contractor will
not have the work done on time, and the navy does not want her frozen in for
the winter.

Or the yard is doing such a crappy job that they are taking her away
before any further damage is done? Or as happened to my ship when it
was in drydock, with large holes open in the hull, the prime contractor
went bankrupt.

Rumor has it the Ship's Captain called up the tow people and said:

"So, you were responsible fo the tow then. Well, one way to make up for your mistake. We need a complete damage inspection, done at waterline level. So get your swim trunks and over you go."
