President Obama and President-elect Trump included
allegations that Russian operatives claim to have
compromising personal and financial information

If it's proved Trump was being blackmailed
by Russia and Trump didn't report it

The memos also suggest that Russian officials proposed various lucrative
deals, essentially as disguised bribes in order to win influence over
Mr. Trump.
The memos describe several purported meetings during the 2016
presidential campaign between Trump representatives and Russian
officials to discuss matters of mutual interest, including the Russian
hacking of the Democratic National Committee and Mrs. Clinton’s campaign

It looks like it is a fake story.
One of the strongest bits of evidence that the story is a fake is that
the 'CIA report' does not use the CIA's report style. When reporting it
the CIA should have noticed.

It is ironic that in style and execution, the false story almost rings of Putin tactics used against his domestic opponents in Russia. Puerile tactics like attacking an opponent's press conference with a helicopter drone fashioned to resemble a flying Dong have been a hallmark of ruling party tactics against opponents, to distract with coarse and nasty content. If the false story were worked into the mix to discredit the rest, that would be genius, but so far Democratic Party Operatives would be my guess as the source. The probably saw it as so nasty and disturbing that they couldn't resist it. Trump's flat denial not a bit of it is true will
cast him as a liar and spur investigations.
But if you remember back to the Clinton days, the
republicans mantra was where there's smoke there's
fire and any allegation regardless of it's
veracity deserves Congressional investigations.
Congress spent half a billion dollars investigating
the Clinton's and only came up with the famous

And Trump just said the news agency that released
the memo 'will pay a price'.

Every journalist has a responsibility to make sure what they print is as substantiated as possible, and to make sure they call out any possible faults in their information. Today, as news organizations fight for 'views', they often put those things aside in order to get the most attention attracting story out as fast as possible.
Note that all other news organizations (except Buzzfeed who really doesn't count), did not suggest any of the things that CNN did...because they were unable to validate that it was in any way correct information.

No lie here. The call did happen. Clapper again confirmed that the content of the memos is not validated in any way so the stuff that CNN ran could only have been...made up.

The memo in question, however, came from a private firm, so it could have been seen by anyone. So, a journalist COULD get a hold of that without a intel leak, but would still have no way of knowing that it was attached to a briefing this week.

It only claims the /source/ of the memo is considered credible
by US intelligence officials and involve unsubstantiated
personal and financial aspects. What is inaccurate about that?
If the IC community believes it rises to the level of
informing both Trump and Obama then it's newsworthy
that should be obvious.
If the source of the memo, the MI6 agent, is considered
credible that makes it newsworthy whether the
accusations have been investigated or not.
Here's how it works, first the accusations come
then law enforcement investigates to see if
prosecution is justified. CNN doesn't do the
investigation, only reports the accusations
if the source of the accusations is credible.
We're at the accusation stage, the investigation
is ongoing it appears. No one can say the
accusations in the memo are all false.
Even if one is true, that's enough to
sink Trump if not put him in jail.
Buzzfeed released the memo, not CNN, and it's not fair
to blame one media for the irresponsible acts of
Buzzfeed.
If the memo is a pack of lies Trump doesn't have
anything to worry about, the courts etc will not
prosecute without evidence and Trump can sue
for slander.
But his absurd responses calling our own intelligence
community NAZI's and CNN fake news is so over the top
it displays a guilty conscience and only spurs more
interest in the story.
