No, not at all. What he's going on is his experience when the Soviet
Union broke up. Different history, culture, and mentality. What the
Soviet Union was, was group of ethnic areas and countries which had
been conquered by the Russians - it was originally the "Russian
Empire" before the Communists came to power, and they added a few
(Latvia, Lithuania,Estonia.) to it after that. Add in that the
power elite and dictates came from the ethnic Russians, to keep the
distinction going. So, when the central government fell apart,
loosening its grip, of course many of them decided that they'd be
better off on their own, ruling themselves.
He takes that perspective, and is trying to predict that this is going
to happen to the US - based on regions within the country. That the
whole structure of government is quite different, the ethnic mix is
just that - a mix, with heavy migration between areas, along with
other factors isn't something he "gets".
He's popular with the teabaggers because they're a minority who are
pissed that they lost an election, and are seeing signs of the
apocalypse in that.
