Relaminarisation and pipe flow

Is there anybody home here?

I have a question. I have read some papers on relaminarisation
of flow in a pipe, e.g. after a bend in the pipe. Someone who
worked on this told me once that this hints at there not being,
theoretically, a limit on Re for laminar flow in a pipe, and
turbulence in a pipe is due to roughness etc.

Is this true? Or is it thought true by some fluid mech people?
