How is the man's name Phuntsok transcribed in narrow IPA? I want to
pronounce it correctly.

The dialects of Tibetan are very diverse. You'd have to pick one.

But Lhasa Tibetan is the lingua franca throughout Tibet, so that should
be appropriate. If so, the way you've spelled it should be pretty close
[p<h>un.tsok], except that:

Due to vowel harmony, the second vowel is a bit higher than [o] for most
speakers.

The second syllable could be [tsok] or [tso?] or [tso:], depending on
the speaker.

I can't tell from the spelling what the tone on the first syllable is --
a two-syllable compound like this could be either HH or LH.
