As a semi-convenient ad-hoc retransliteration of some selected IPA
symbols into 7-bit ASCII, this might or might not have some limited
practical value, but will not see widespread use. As a usable and
workable general-purpose English spelling reform system, it's utterly
and pathetically off-target, and has just about exactly a 0% chance of
ever being adopted.
By the way, your transcriptional choices for central vowel sounds are
extremely inconsistent; also, I can't figure out how "Heart" should
correctly be transcribed according to your system, but it makes no
sense from any point of view to have the <;> after the <r>.
