Assuming some more context (always welcome)
as here:

"Currently high diesel fuel price premiums
are associated with this growth and limited
diesel refining capacity. Refiners are now
responding to higher diesel margins and are
rushing to expand capacity. A good thing to
them and ultimately for consumers."

That means refiners are taking advantage of
the higher margins resulting from the sell
of diesel fuel to expand the capacity.
